La Union Sustains Living Shorelines

In its bid to promote ecological integrity and clean and healthy environment through the La Union #KalikasanNaman campaign, the Provincial Government of La Union (PGLU) SCUBA Diving Team assisted in the successful deployment of 70 units of Artificial Reef (AR) on April 22 to 28, 2021 in the coastal Municipalities of Balaoan, Bacnotan and San Juan, La Union .

LU Sangguniang Panlalawigan Goes Paperless

The 22nd Sangguniang Panlalawigan (SP) of La Union passed Resolution No. 582-202, adopting paperless transactions and online transmitting of SP resolutions on the status and review of acted referrals and in receiving communications from component local government units (LGUs), offices and agencies through its Official E-mail Address, sangguniangpanlalawiganlaunion@gmail.com.

Due to the pandemic, the SP transitioned to this innovation/digital transaction in order to safeguard the health of the people in the province in interacting with the government, businesses and their personal dealings. Board Member Gerard G. Ostrea said, the officeโ€™s first case of CoViD-19 prompted them to impose tighter measures preventing any staff from contracting the virus, through this digital/online strategy.

BM Ostrea further mentioned that all component LGUs of the Province have access to online services not just with their own local internet connections but also through their connection to the Provincial Wireless Mesh. Most, if not all stakeholders of the province have internet connections, thus, the continuity of public services is not hampered by this pandemic.

The resolution states that SP Secretariat shall adopt paperless transactions and shall act upon communications forwarded to its official email address. Also it shall transmit via official email addresses of PLGU departments, LGUs and concerned offices and agencies electronic copies of approved resolutions as well as other documents needed for review, endorsements to and from the different offices of the province and other important communications be also included and that ISO Registered procedures be re-studied to adjust to protocols so as to comply with this Resolution.

BM Ostrea said that with their new system, they can pursue substantial progress and achieve developmental local legislation.

LEGISLATION ON QUARRYING APPROVED, CASCADED. In an effort to promote responsible mining in the province, the Provincial Government of La Union, through the Provincial Government – Environment and Natural Resources Office (PG-ENRO) and Provincial Treasurerโ€™s Office, conducted a Cascading Session of the newly-approved Provincial Ordinance No. 274-2021, an ordinance regulating the extraction, disposition, utilization and processing of quarry and other mineral resources within the territorial jurisdiction of the Province of La Union and imposing various taxes and fees on April 29-30, 2021 via videoconferencing.

As the Regional Peace and Order Council-1 (RPOC-1) Chairperson, Gov. Francisco Emmanuel โ€œPacoyโ€ R. Ortega III affirmed RPOC-1โ€™s support to fund the Barangay Development Program (BDP) under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in response to a query on the defunding of the NTF-ELCAC during the virtual Kapihan sa Ilocos Forum on April 29, 2021.

National Security Adviser Sec. Hermogenes Esperon, Jr. clarified that the it is the BDP that has funding and not the NTF-ELCAC as they tackled Executive Order No. 70, s. 2018 or Whole-of-Nation Approach to End Local Communist Armed Conflict.

The Provincial Government of La Union (PGLU) conducted the culminating activity for the Gen Z Time: Empowering the Zoomers for a Stronger La Union through the Presentation, Validation and Awarding Ceremony held via video conference on April 28, 2021.
Eight Gen Z participants from different municipalities of La Union presented their ingenious proposals that are focused on sustainable solutions which address the pressing issues in the Province. Among the recognized proposals were: (1) Tsinelas ni Juan by Angeliquo M. Aberin, Champion; (2) The Green Click Project by Shrine Estrada, 1st Runner Up; and (3) Luna’s Pebble Gem Livelihood Enhancement Program by Jomar B. Gorospe, 2nd Runner Up.
Governor Francisco Emmanuel โ€œPacoyโ€ R. Ortega III stated, โ€œYour actions, no matter how small, can cause a ripple effect that will make an impact to the world.โ€ Gov. Pacoy also encouraged the Gen Zs to always keep a champion mindset and continue inspiring others, especially the youth, to actively participate in nation building and in making La Union a Province worth living in.
Moving forward, the project proposals shall be reviewed and enhanced for implementation, and be managed by the project proponents and partner offices.

PGLU JOINS REGIONAL TOURISM STAT TRAINING

PGLU Bolsters Peace, Order; Turns Over 2 Vehicles

In its continuous effort to uphold peace and order in the province amidst the pandemic, The Provincial Government of La Union (PGLU) through Gov. Francisco Emmanuel โ€œPacoyโ€ R. Ortega III donated two pick-up vehicles for the La Union Police Provincial Office (LUPPO) in a simple turn over ceremony of the vehicles on April 27, 2021 at the Provincial Capitol Grounds, City of San Fernando, La Union.

PGLU Conducts Environmental Reconnaissance

The Provincial Government โ€“ Environment and Natural Resources Office (PG-ENRO) together with the local government unit of San Juan and Multi-Sectoral Governance Council Adviser for Environment, Mr. Ramon โ€œTobyโ€ Tamayo conduct an environmental reconnaissance on April 27, 2021 at Brgy. Dasay and Nagsabaran, San Juan, La Union.

Part of PGLUโ€™s Earth Day celebration, the activity aimed to assess the status of watershed areas and suggest methods on how to restore and rehabilitate these areas to address water shortages in the locality. Mr. Tamayo discussed and emphasized to the community the need to plant more native trees and discourage the planting of invasive species of trees.
