Mandate

  1. Formulate measures for the consideration of the Sangguniang Panlalawigan and provide technical assistance and support to the Governor, as the case maybe, in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative as provided for under Section 17 of this code;
  2. Develop plans and strategies and upon approval thereof by the Governor, as the case maybe, implement the same, natural resources programs and projects which the Governor is empowered to implement and which the Sanggunian is empowered to provide for under this Code;
  3. In addition to foregoing duties and functions, the environment and natural resources officer shal:
    1. Establish, maintain, project and preserve communal forests, watersheds, tree parks, mangroves, greenbelts, and similar forest projects and commercial forest, like industrial tree farm and agroforestry products;
    2. Provide extension services to beneficiaries of forest development projects and technical, financial, and infrastructure assistance;
    3. Manage and maintain seeds banks and produce seedlings for forest and tree parks;
    4. Provide extension services to beneficiaries of forest development projects and render assistance for natural resources - related conservation and utilization activities consistent with ecological balance;
    5. Promote the small scale mining and utilization of mineral resources, particularly mining of gold;
    6. Coordinate with government agencies and non-governmental organizations in the implementation of measures to present and control land, air and water pollution with the assistance of the DENR;
  4. Be in the frontline of the delivery of services concerning the environment and natural resources, particularly in the renewal and rehabilitation of the environment during and in the after math of a man-made and natural calamities and disasters;
  5. Recommend to the Sangguniang Panlalawigan and advise the Governor, as the case maybe, om all matters relative to the protection, conservation, maximum utilization, application of appropriate technology and other matters related to the environment and natural resources; and
  6. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinances.

Services/Activities

PROGRAMS:

  1. Land Resources Management Program
    • This program shall gear towards a collaborative effort that will conserve, preserve, protect, and rehabilitate the forest, wildlife, and mineral resource of the province. It also covers waste management practices focus on the reduction, recycling, re-use or composting of waste at source and innovative technologies which will solve problem of waste.
  2. Air Quality Management Program
    • This program will drive management practices and help prioritize management activities for the abatement of air pollution
  3. Water Resources Management Program
    • This program aims to ensure and sustain ecological balance through the adaption of responsive and dynamic water management programs, environment friendly technologies, appropriate systems/approaches and other community-based strategies towards enhancing tourism potential of the province.
  4. Special Environment Programs
    • This programs will showcase various environmental calendar of events, program partnerships, and environmental advocacy.
