The Provincial Government of La Union (PGLU) adopts the updated La Union Transformative Governance Roadmap which illustrates the Stronger La Union Strategy on Response, Recovery, and Local Economic Development to achieve a secure, self- sufficient and sustainable Province. The Strategy was approved by virtue of Senior Transformative Leadership Team (STLT) Resolution No. 01 -2021, Provincial Development Council (PDC) Resolution No. 01, S. 2021, and Sangguniang Panlalawigan (SP) Resolution No. 461 S. 2021.
The PGLU shall continue with its transformative governance journey through its basic foundation - its values. Particularly GOD-loving, People-oriented, Accountable, and Committed which serve as guiding principles to achieve its mission to be the catalyst for sustainable and inclusive development that improves the quality of life of the people.
Moreover, to strengthen its public service delivery, the Provincial Government targets to ensure continuous improvement of its organization. The support process perspective reflects the strategic objectives necessary to effectively execute the strategy. The foremost strategic objective is to elevate the organizational performance to ensure processes are improved and the workforce are at optimal capacity. This shall enable the Province to ensure efficient financial management to make better budgetary decisions. Additionally, the Province shall strengthen research and policy infrastructure as it provides essential support for program planning and implementation. It also permits to cultivate a culture of innovation to improve knowledge and spur development in the Province which shall consequently build on the reputation and integrity of the organization. This will enable us to explore and reinforce governance partnerships to provide more avenues for best practice sharing and resource mobilization. Moreover, since the New Normal requires digitalization, the Province shall capitalize on Information Communications Technology (ICT) to improve public service delivery. This shall be maximized across all of the support process objectives.
In the updated strategy, the core process perspective focuses on four strategic objectives to realize a secure La Union. Integrated health service delivery shall be enhanced for the people to easily access quality primary and universal health care needs. The Province shall also intensify risk mitigation, preparedness, and response to manage disasters and crisis more effectively. Also, by providing proactive social services, the Province is able to ensure that the people’s well-being is tended to while promulgating a self-subsistent community. Lastly, upholding the safety and liberty of citizens signifies the positive state of well-being among people within physical and social environments. It is also about building strong, cohesive, and empowered communities.
The Province’s Recovery denotes the transition period from Response to Local Economic Development, and consists of the overlapping strategic objectives of both. Agriculture, Environment, and Tourism are the three main industries that enable sustainable local economic development in the Province.
To attain a self- sufficient La Union, modernized agricultural development shall be promoted through production, processing, and marketing. This involves the improvement of agricultural produce and processed commodities that suffice the demand of locals and potential external consumers. Also, the opportunity of exporting agricultural products shall be taken into account by implementing marketing processes and activities. Aside from agriculture being an essential industry, the Province identifies agriculture as its backbone and a common denominator among all its component LGUs.
On the other hand, to achieve a sustainable La Union, ecological integrity, and clean and healthy environment shall be fostered. This will be through prioritizing environmental awareness, reinforcing protection, conservation and rehabilitation of natural resources, managing waste and controlling pollution, and managing the adaptive capacity and resilience of ecosystems.
Moreover, sustainable tourism development shall be spurred through product design, investment promotion, and infrastructure improvement. Innovations in tourism products and services shall strengthen the Province’s competitive advantage. Investment promotion, job generation, technology advancement, and increased productivity, among others, shall pave the way for further economic growth in the Province. Lastly, through improving the tourism infrastructure and service networks, tourists shall be able to experience better tourism activities and services when tourism fully re-opens.
The aforementioned strategic objectives shall permit the Province to be a secure, selfsufficient, and sustainable Province as identified in the focus perspective. This conveys that the Province is able to secure the needs of the people on crisis response, able to meet the food demands through its agricultural development and able to achieve an economically, environmentally and socially sustainable tourism growth.
All these shall make La Union a Province worth living in that consequently improves the quality of life of the people which is the overarching goal of the PGLU as a government institution.
