PGLU shares Best Practices to City Government of Baguio

Gov. Pacoy shares the PGS transformation journey of the province to City Government of Baguio during their visit on February 7, 2020 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union. The City Baguio is considering to adopt the PGS of the Institute of Solidarity in Asia.
The Provincial Government of La Union (PGLU), headed by Gov. Francisco Emmanuel “Pacoy” R. Ortega III, shared its Performance Governance Sytem (PGS) Best Practices with the City Government of Baguio during their visit on February 7, 2020 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.
The delegation of the City Government of Baguio was led by Officer-in-Charge Edith B. Dawaten, of the City Human Resource Management, together with Catalina B. Zamora, Pedro M. Sawac, Ranche B. Domantay, Atty. Noelle Grace B. Rilon, Mark Anthony A. Alngangeo, and Angelica A. Marquez. With by the directive of Mayor Benjamin B. Magalong to explore on the possibility of installing the PGS within their Local Government Unit (LGU), the delegation expressed their intent to benchmark on the best practices of the PGLU in consideration of its strong implementation of the system.
Gov. Pacoy shared his agenda on Transformative Governance as well as the province’s transformation journey through the PGS while the Office for Provincial Strategy (OPS) discussed in detail the PGS elements and processes. The province, recognized as PGS Proficient have gained significant developments on the elements namely Basic Governance Documents, Cascading Framework, Senior Transformative Leadership Team (STLT), Office for Provincial Strategy, Strategic Performance Assessments, Multi-Sectoral Governance Council (MSGC), Governance Culture, Governance Sharing, and Emerging Breakthrough Results.
The LGU Baguio delegation raised a series of questions which ranged from the technicalities of the installation of PGS up to the implementation and sustainability of the system. Present to address the queries were the members of the STLT, the OPS and a member of the MSGC.
The LGU Baguio delegation expressed their gratitude for the insights gained, commended the province’s progress through transformative governance and is looking forward to future engagements with PGLU regarding PGS.
