Pursuant to Provincial Ordinance No. 117-2017, the Province of La Union led the paying of tribute to the exemplary life of the late Philippine President Elpidio Rivera Quirino who is recognized as the first Ilokano Philippine president through wreath-laying ceremony at the Provincial Capitol, City of San Fernando, La Union on November 16, 2021.

Sangguniang Panlalawigan Board Members Hon. Abraham Rimando, Hon. Alyssa Kristine Sibuma and Hon. Jennifer Mosuela-Fernandez led the ceremonies as employees of the Provincial Government of La Union remembered the 131st birth anniversary of the late statesman. Simultaneously, the Local Government Units (LGU) of Agoo, Bacnotan and Caba held separate ceremonies in their localities.

President Quirino, a native of Vigan, Ilocos Sur, served as a public-school teacher in the Municipality of Caba. Barangay Quirino in the Municipality of Bacnotan and President Elpidio Quirino National High School in the Municipality of Agoo were named after the modest public servant who was elected as a congressman, senator, and vice president.
