Vice Gov. Aureo Augusto Q. Nisce addresses around a hundred youth leaders and youth rights advocates during the La Union Youth Congress, held as part of the 26th National Children's Month Celebration on November 16, 2018, at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union. Representing Gov. Pacoy, Vice Gov. Nisce in his message emphasized that youth development is a centerpiece in governance in the Province of La Union.
