Sangguniang Panlalawigan (SP) Member Maria Annabelle S. de Guzman, in her privilege speech, lauded the high rating garnered by the Province of La Union on road clearing operations, during the 90th regular session of the 22nd SP on March 16, 2021 at the SP Session Hall, City of San Fernando, La Union.

As per report from the Department of the Interior and Local Government (DILG) that was quoted in her privilege speech, the Province of La Union garnered a total score of 94.8% on road clearing operations, based on the validations conducted in February by the same department. Likewise, all 20 component local government units (LGUs) of the province exceeded their respective ratings as compared to previous validation reports.

Pleased with the achievement by the province as a whole, SPM de Guzman reiterated that the PGLU and the LGUs must continue to work on road clearing operations which started in July 2019. “I consider this a very good accomplishment, Mr. Presiding Officer; however, we must not rest on our laurels,” she said.

SPM de Guzman also stated that the high rating achieved by the province can also be attributed to the enactment of two vital legislations in the Sangguniang SP particularly, the Road Warning Safety Devices Ordinance and the Anti-Road Obstructions Ordinance, which were duly approved by the Gov. Francisco Emmanuel “Pacoy” R. Ortega III on September 14, 2020 and was subsequently posted and published.

The lady-chairperson of the SP Committee on Public Works and Utilities requested the SP to invite the Provincial Director of DILG on the next session of the Provincial Board or at the committee level to further explain the background of the validation, the criteria and the recommendation of the DILG on how to sustain or improve the province’s level of compliance in terms of road clearing operations.
