SP REVIEWS PROCESSES, RE-ORIENTED VIRTUALLY

As part of the office’s wildly important goals (WIGs) for 2021, the Sangguniang Panlalawigan (SP) Office together with the resource speakers from Provincial Government of La Union (PGLU) Offices, Office of the Provincial Prosecutor, and the Department of the Interior and Local Government (DILG) conducted a Virtual Orientation Seminar on the Review Process of the SP on April 22, 2021 via video conferencing.
A total of 90 participants attended the virtual orientation-seminar, mostly from the legislative offices of the Local Government Units of the province. The participants include the Sangguniang Panlalawigan Members, Vice Mayors, Sangguniang Bayan Members, Secretaries to the Sanggunian and their staff, Chief of Staffs of the Vice Governor and SP Members and the Secretary to the Sangguniang Panlalawigan and SP Secretariat Staff.
Invited as resource-speakers for the virtual orientation-seminar were Ms. Catherine E. Franco, Provincial Budget Officer who discussed the Review of Appropriation Ordinances of Component City and Municipalities; Mr. Darius Leo A. Cargamento, Assistant Provincial Planning and Development Officer discussed the Review of Local Ordinances on the Reclassification and Conversion of Lands; and Atty. Jessamine Lynn Dale C. Garcinez, Attorney IV of the Provincial Legal Office who discussed the Local Review Process of the SP.
Likewise, the SP secretariat invited resource persons to answer queries during the open forum, including Provincial Prosecutor Danilo C. Bumacod, Former SP Member and now PGLU Consultant on Legislative Affairs, Atty. Reynaldo M. Mosuela, and DILG-LU Local Government Operations Officer VI, Ms. Rocelyn Charina B. Flora.
After the presentations of the Resource Speakers on their respective topics, the participants were given time to ask their questions during the open forum wherein queries were answered and discussed to enlighten the participants. During the discussions, it was also agreed as part of the output of the said activity, that the SP Secretariat will adopt a procedure in checking/reviewing legislative documents submitted by the local Sanggunians to the Office of the SP. Moreover, the SP Secretariat will draft a pamphlet or IEC material which will contain the Frequently Asked Questions regarding the SP Review Process and their respective answers.
