SP LU FORMULATES ITS LEGISLATIVE AGENDA FOR 2020-2022 (The Sangguniang Panlalawigan Members)

The Sangguniang Panlalawigan Members work on their legislative proposals during the workshop proper of their Legislative Agenda Formulation Workshop on September 25-26, 2019 at Quest Hotel, Clark, Pampanga.

In order to create more responsive legislative measures, the 22nd Sangguniang Panlalawigan (SP) headed by Vice Gov. Mario Eduardo C. Ortega conducted its Legislative Agenda Formulation Workshop on September 25-26, 2019 at Quest Hotel, Clark, Pampanga.

The workshop was facilitated by Dr. Aser B. Javier, Assistant Professor at the Institute of Development Management and Governance, College of Public Affairs at the University of the Philippines, Los Baños. He is a renowned consultant for various institutions involved in different projects which promote good governance and policy building. Also a facilitator was Ms. Agnes A. Cargamento, Consultant on Local Governance and Development Management of the Provincial Government of La Union.

Dr. Javier walked the participants through the different perspective of legislation from bureaucratic to developmental legislation. He emphasized that the SP should not only extend policy support to executive programs but more importantly also leading the way through development legislation. He also encouraged them to formulate policies that would improve the quality of life of the people by enabling the community from economic perspective.

Meanwhile, Ms. Cargamento presented the result of the Focus Group Discussion which was conducted as a pre-activity of this workshop and the sectoral outputs of the Executive Department during their Executive Agenda Formulation which includes the needed legislative support. She also facilitated the workshop wherein they formulated and prioritized legislative measures concerning their committees and personal advocacy.

After finalization, the Legislative Agenda which will be coined as M.E.C.O. (Management of Financial Resources and Revenue Generation; Economic Dynamism and Competitiveness; Community- Based Support and Engagement Towards More Empowered Citizens; and Organizational Accountability and Governance) will be subject for further review by the SP on October 7, 2019. The same will be presented during the Executive-Legislative Development Advisory Council Meeting on October 23-25, 2019.
