ACCOMPLISHMENT AND COMMITMENT. Gov. Pacoy delivers his second State of the Province Address (SOPA) on May 24, 2018 at Speaker Pro Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, Provincial Capitol, San Fernando City, La Union. The SOPA highlights significant achievements and accomplishments towards the province’s vision to position La Union as the Heart of Agri-Tourism in Northern Luzon by 2025.
