SK lauded for establishing the Comprehensive Youth Development Code of the Province

In a regular session conducted last June 15, 2021, the Sangguniang Panlalawigan of La Union approved the Ordinance Establishing the Comprehensive Youth Development Code of the Province, under the leadership of Sangguniang Kabataan President and Ex-Officio Member of the Sangguniang Panlalawigan Hon. Alyssa Kristine B. Sibuma, of whom she receives the total backing of all her colleagues in the August Body on the passage of the said ordinance authored by her.

Hon. Sibuma explained the importance of the Youth Code as it provides comprehensive policies for the youth and contains the rights to establish youth council and formulation of youth development plan that shall prioritize programs and activities that promote or facilitate: (a) equitable access to quality education; (b) environmental protection; (c) climate change adaptation; (d) disaster risk reduction and resiliency; (e) youth employment and livelihood; (f) health, including health services and adolescent sexual and reproductive health, (g) anti-drug abuse; (h) gender sensitivity; (i) social protection; (j) sports development; and (k) capability building with emphasis on leadership training.

She cited the 1987 Constitution which provides that the states recognize the vital role of the youth in nation-building and thus, promote and protect their physical, moral, spiritual, intellectual and social well-being, inculcate in them patriotism, nationalism and other desirable values, and encourage their involvement in public and civic affairs.

Further, Sibuma even refers to Chapter III, Section 23 of Republic Act (R.A.) No. 10742, known as the “Sangguniang Kabataan Reform Act of 2015” and the Department of Interior and Local Government (DILG) Memorandum Circular No. 2017-36 that mandates the creation of the LYDO and LYDC in every province, city, and municipality to ensure the wide and multi-sectoral youth participation in local governance.

The youth code had been assured of funding for programs and projects as well as creation of the Youth Development Council where the amount of One Million Pesos (Php 1,000,000.00) is allocated.

The establishment of the Youth Development Council is created to ensure wide and multi-sectoral youth participation in local governance, and to assist the Sangguniang Kabataan Provincial Federation in the formulation and implementation of plans, programs, and measures for the development and welfare of every youth citizen of La Union. It will formulate plans to promote the development and uphold the rights of the youth.
