Rosario, La Union elementary pupils present a dance number during the Provincial Children's Month dubbed as "Balubal Dagiti Ubbing Ti La Union" on November 9, 2018 at Rosario Farmers Center, Rosario, La Union. The said event is also the Conferment of the Seal of Child Friendly Local Governance wherein all the 19 municipalities and one city of the province are all awardees.
