PGLU, UPLB Collabs; Organize Capacity Building Series in Ridge to Reef Approach for PDPFP

To enhance ecologically sustainable development practices and environmental protection, the Provincial Government of La Union (PGLU) in collaboration with the University of the Philippines - Los Baños (UPLB) entered into a Memorandum of Agreement (MOA) to conduct a comprehensive capacity building series focused in enhancing the integration of Ridge to Reef (R2R) approach in updating the Provincial Development and Physical Framework Plan (PDPFP) of the province.
This initiative, which commenced in November 2023 and concluded in July 2024, aimed to equip local planners with the necessary tools, knowledge, skills, and methodologies essential for effective environmental planning.
The capacity training series is composed of six training modules designed by UPLB to deepen participants’ understanding of Watershed Ecosystem Management. Each module discussed specific aspects and areas of the R2R approach stretching from environmental principles to implementing strategies within the planning framework.
Additionally, a specialized training module was organized for Geographic Information System (GIS) mappers to enhance their proficiency and elevate their expertise in advanced GIS methodologies and techniques, improve data accuracy, and equip them with the latest tools enabling them to deliver effective insights in planning and project implementation.
Moreover, various speakers in their field of expertise for each module, shared their insights covering topics needed in the planning process for the formulation of the PDPFP, fostering a collaborative learning environment and practical application of each lecture. Their engagement includes interactive workshops, case studies, discussions, and open forums as a platform for sharing their best practices by integrating ecological principles and sustainable development and navigating holistic environmental management approaches.
The collaboration between PGLU and UPLB emphasizes shared commitments to building local resilience planning processes and promoting inclusive growth and development for all KaPROBINSYAnihan. The acquired knowledge and skills throughout the capacity-building series will help La Union planners in decision-making processes and planning formulation with complex environmental challenges. This is in accordance with Gov. Raphaelle Veronica “Rafy” Ortega-David’s PUSO Agenda, specifically toward maintaining an Orderly, Sustainable, and Resilient Component LGUs and Barangays, and the PGLU’s #KalikasanNaman campaign.
Over 71 local planners actively participated in the training from Provincial Governments from La Union, Ilocos Sur, and Benguet; Municipalities across La Union; Don Mariano Marcos Memorial State University; University of Northern Philippines; Ilocos Sur Polytechnic State College and Pangasinan State University.
