The Provincial Government of La Union (PGLU) through the Provincial Social Welfare and Development Office (PSWDO) headed by PSWD Officer Ranilo P. Ipac collaborated with the La Union Day Care Workers Association (LUDCWA) to train 76 Child Development Workers or Early Childhood Care and Development (ECCD) workers coming from some municipalities of La Union focusing on a workshop about the National Early Learning Curriculum (NELC) on June 19-21, 2019 at the La Union Technology and Livelihood Development Center (LUTLDC), Guerrero Road, City of San Fernando, La Union.
In his message, Gov. Francisco Emmanuel “Pacoy” R. Ortega III said, “Through this capability training and workshop, we empower our workers as instruments of nourishment and guidance for our children; that our Child Development Workers may see ministry in their work, in that as they do their duties in teaching our children, they uplift the name of God - the source of all Wisdom, Knowledge and Glory.”
The activity started with an introduction of the National Early Learning Framework (NELF) and the National Early Learning Curriculum (NELC). The NELC was developed by the ECCD Council and is anchored on the principles of the NELF. It is a set of 8 Learning Resource Packages (LRPs) that includes suggested activities and guidelines that are based on Developmentally Appropriate Practices (DAP).
The training serves as an initial step in keeping the Child Development Workers, especially from the 4th and 5th class municipalities, updated on recent developments and global views about early childhood care and development, with emphasis on early learning. This activity is in line with Republic Act No.10410 or “The Early Years Act” objectives, “to upgrade and update the capabilities of service providers and their supervisors to comply with quality standards for various ECCD programs” (Section 3.h).
Through the various Child Development Centers, the Provincial Government of La Union (PGLU) reassures its strong drive to promote and protect the rights, interests and welfare of children, and part of the PGLU’s strong commitment to education is the delivery of early learning services to our children and little learners via the highest professional standards.
