To achieve a more systematic and orderly issuance and collection of fines for violation of provincial ordinances, the Sangguniang Panlalawigan of La Union passed Provincial Ordinance No. 217-2020 prescribing the use and issuance of a Provincial Ordinance Violation Receipt (POVR) for violation of any existing Provincial Ordinance during its 41st Regular Session on April 7, 2020.

The Office of the Provincial Treasurer is set to produce a POVR that will be used for collecting fines and penalties from violators of provincial ordinances. If the violator is part or a member of a corporation, organization, partnership, LGUs or any other similar entities, the POVR will be issued to its President and/or General Manager, Managing Partner and/or Officer-in-Charge or Local Chief Executive.

The Philippine National Police, and deputized apprehending personnel or Citation Officer authorized by the Governor, shall issue the POVR and properly document the violation by taking pictures and collecting the personal data of violators. Violators can pay their corresponding fines or penalties at the Office of the Provincial Treasurer within 48 hours.

The province through the governor can also deputize citation officers such as Barangay Officials, Barangay Tanods, Sanitary Inspectors, Market Personnel and Environment and Natural Resources Unit Personnel for sand and gravel tax violators.

These penalties serve as sanctions or warning to the public so that they would be disciplined to adhere to the local ordinances that redound for the common good and general welfare.
