In celebration of the National Youth Month and Filipino Values Month, Provincial Government of La Union (PGLU) officials and employees recite the Panatang Makabata during the month's First Monday Flag Raising Ceremony on November 4, 2019 at the Provincial Capitol, City of San Fernando, La Union.
