PGLU Inks MOA with PHAPCares, LGUs to Intensify Universal Healthcare for Kaprobinsiaan

Symbolic of La Union PROBINSYAnihan, the Provincial Government of La Union (PGLU) through Governor Raphaelle Veronica “Rafy” Ortega-David has entered into Memoranda of Agreement (MOA) with partners in an aim to intensify the implementation of the Universal Health Care (UHC) Law, otherwise known as Republic Act 11223.
The MOA signing served as highlight of the La Union UHC Summit on September 7, 2023 at JNV Hotel, City of San Fernando, La Union, where over a hundred health governance key players and stakeholders convened.
PGLU signed a deal with PHAPCares, Inc, a non-profit, non-stock organization established by members of the Pharmaceutical and Healthcare Association of the Philippines (PHAP). The parties shall engage in a partnership for the implementation of the Primary Care Services and the Primary Care Providers Network, particularly in pilot towns of San Juan and Bauang. San Juan Mayor Arturo P. Valdriz represented by Executive Secretary Reginald Nang, and Bauang Mayor Eulogio Clarence Martin P. De Guzman III thru Medical Officer II Dr. Charis E. Keith, also signed in the MOA.
Through the MOA, PHAPCares shall provide technical assistance in the implementation of health advocacy programs such as on sanitation and hygiene, oral health, HIV, among others.
The PGLU also signed a MOA with all its 20 component local government units (LGUs) for the operation of the Health Care Provider Network (HCPN). It is the province-wide health system that streamlines delivery of primary health services through integrated and coordinated procedures and efficient referral mechanisms.
Through the MOA, each Kaprobinsiaan, particularly the indigents and disadvantaged, can now get better access to basic health services and goods such as laboratory, pharmacy, ultrasound, x-ray, newborn screening, newborn hearing screening, ambulance services, OB-Gyne, pediatrics, dental, and telemedicine services.
As she expressed gratitude to the component LGUs for their cooperation in the undertaking, Gov. Rafy assured that the PGLU remains firm in its commitment to uphold health as a priority in her innovative and transformative public service.
