The Provincial Government of La Union hosted the Amburyan River System Water Quality Management Area (WQMA) convergence meeting on October 17 and 18, 2018 at Villa Marand Resort and Spa Hotel and Restaurant, Bauang, La Union.
WQMA aims to protect, through stakeholder collaboration, the water body and its tributaries by keeping their water quality within the Water Quality guidelines conforming to the water body’s classification.
Amburayan River System has two WQMA designations, the Lower Amburayan River System (LARS) and Upper Amburayan River System (UARS). LARS composed of the Municipalities of Santol, Sudipen and Bangar of La Union. The Municipalities of Cervantes, Sigay, Sugpon, Suyo and Tagudin of the Province of Ilocos Sur. On the other hand, UARS is composed of Municipalities of Atok, Tublay, Bakun, Buguias, Kapangan and Kibungan of Benguet.
The designation was initiated by the Technical Working Group in partnership with Jaime V. Ongpin Foundation as one of the components of the project, “Protecting and Defending the Amburayan River Basin and Watershed through Good Governance and Active People’s Participation” in collaboration of the three provinces and the different line agencies.
The convergence meeting serves as avenue for the WQMA Governing Boards to present plans, results and accomplishments on how they effectively and sustainably manage their various water resources. Supervising Environmental Management Specialist Ms. Annalyn Rosario Valdes delivered Gov. Francisco Emmanuel “Pacoy” R. Ortega III’s welcome message saying “Kas kuma nu dagiti agkakabsat wenno agkakabagis, daytoy a karayan ket isu ti kasla bagis wenno urat nga agtartaray iti bagi tay amin, ti danum ket isu met daytoy ti dara nga agay ayos ti intero a sistematayo ken isu ti mangted biag kadatyo amin,” the governor further noted that water is life, the Amburayan River System is the grand water resource that has breathed life to the people of the Ilocos and Cordelleras. Thus, there’s an urgent need for the management council to provide interdependent support to the WQMA.
