PGLU HOLDS WORKSHOP ON LOCAL CULTURAL DEVELOPMENT PLANNING

LUPTO Officer-in-Charge Arthur S. Cortez, Jr. presented the approved 2021 La Union Cultural Development Plan of the Province of La Union to the participants of the 3-day Local Cultural Development Planning Workshop on June 8, 2021 via video conferencing. The workshop aims to strengthen the local government units’ (LGUs) culture, arts and heritage conservation, promotion and development initiatives. It was attended by 40 stakeholders of the province consisting of component LGUs' culture, arts and tourism officers and members of the newly reorganized La Union Council for Culture, Arts, and Language.

To strengthen the local government units’ (LGUs) culture, arts and heritage conservation, promotion and development initiatives, the Provincial Government of La Union (PGLU) headed by Gov. Francisco Emmanuel “Pacoy” R. Ortega III through the La Union Provincial Tourism Office (LUPTO) – Culture and Arts Section in collaboration with the National Commission for Culture and the Arts (NCCA) conducted a 3-day Local Cultural Development Planning (LCDP) Workshop on June 8 – 10, 2021 via video conferencing.

The workshop was attended by 40 stakeholders of the province coming from component LGUs culture, arts and tourism offices, basic and tertiary education offices and schools, identified national agencies, Indigenous Peoples (IP) cultural communities, Sangguniang Panlalawigan (SP) Committees on culture, tourism and youth, PGLU offices, Advisory Committee and other sectoral representations as members of the newly reconstituted La Union Council for Culture, Arts, and Language (LUCCAL).

LUPTO Officer-in-Charge Arthur S. Cortez, Jr. welcomed the participants during the workshop’s opening day and affirmed that providing a local linkage and cultural basis for development is the very purpose of the workshop in preserving and promoting La Union’s local culture, arts and language. He also presented the approved 2021 La Union Cultural Development Plan (CDP) as well as the 2022 Culture and the Arts Annual Investment Plan detailing the corresponding Programs, Projects and Activities (PPAs) of the province.

The workshop involved breakout activities and sessions among the participants according to four (4) local culture and heritage resources groupings: tangible – immovable heritage, tangible – movable heritage, intangible heritage, and contemporary arts. As the breakout session outputs were presented, NCCA Project Coordinator and workshop resource speaker Edison N. Molanida coached the participants in the step by step process of CDP accomplishment and implementation. While discussing specific LCDP scenarios, he also provided suggestions and recommendations to improve the outputs.

Other topics that were discussed include the Local Cultural Resources of La Union, LCDP Review, PPAs Prioritization and the CDP Matrix Completion. The workshop is designed to ensure that the CDPs of all LGUs in the province are rooted in problem solution analysis and will translate into concrete strategies, policies and PPAs for alignment to the Provincial CDP.

Moving forward, the LGUs are expected to have a broader understanding of the importance of cultural heritage and better equip themselves with the knowledge and skills relating to planning for local cultural development. The intervention workshop also served as a critical and indispensable venue to the ongoing crafting of the 2022-2025 Medium Term La Union CDP.
