With the end view that no person shall be deprived of the benefits of education on account of poverty, the 21st Sangguniang Panlalawigan (SP) passed Ordinance no. 156-2018, establishing the La Union Education Assistance for Underprivileged and Deserving Senior High School Students on its 128th Regular Session on December 17, 2018 at the Speaker Pro-Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union. Said ordinance was principally authored by SPM Ruperto A. Rillera, Jr., SPM Nancy Corazon M. Bacurnay and SPM Reynaldo M. Mosuela.
Considering the additional two years in Senior High School (SHS) as mandated by law, which gives the parents sending their children to school additional financial burden, the SP enacted the ordinance to provide financial assistance to qualified SHS students in the province of La Union for them to be able to continue their education and achieve their career goals in pursuit of higher education.
This educational assistance will be extended to the underprivileged but deserving SHS students who are residents of La Union, with good moral character desirous to pursue senior high education in the tracks of Academic, Technical-Vocational-Livelihood, and Sports and Arts and maintained a weighted average of at least 85% or its equivalent with no grade lower than 80% or its equivalent in any subject.
Those who will qualify will be granted an amount of P8,000.00 per SHS academic year to cover expenses for school supplies, uniforms, meals, transportation, school projects and other school-related expenses.
A Scholarship Committee was created to administer the program, likewise, to screen and determine who will be qualified for the scholarship grant. This ordinance shall take effect in accordance with the provisions of the Local Government Code of 1991.
