PGLU Braces for Fourth Industrial Revolution

Information and Communication Technology Unit (ICTU) staff distributes ICT resources including printers and desktop units and upgrades Internet connection speed on February 11, 2020 in the Provincial Captiol Building, City of San Fernando, La Union. The ICTU remains focused on innovating ICT resources and infrastructure that will drive the Provincial Government of La Union to be more competitive service delivery.

As the world enters the Fourth Industrial Revolution (4IR) where new technologies replaces technologies in a short amount of time, the Provincial Government of La Union (PGLU) braces itself for the development. The Information and Communications Technology Unit (ICTU) remains focused on innovating information and communication technology (ICT) resources and infrastructure that shall drive the organization to be more competitive in service delivery.

The ICT Upgrade Program commenced its Phase 2 on January 2020. The additional hardware was disseminated among the 34 executive departments, work units and district hospitals in order to support their operational activities and projects. For the Phase 2, 37 desktop computers, 14 laptops, 47 printers, nine projectors and one server were procured. These resources were in addition to our current 651 working ICT resources.

There are in-house information systems (IS) deployed and maintained to increase productivity in the offices. The ICTU reinforces its work force capacity to drive and support the organizations’ need for improvement and growth. Some of these IS can be accessed on mobile technologies anytime and anywhere.

On February 11, 2020, our Internet Service Provider partner, PLDT Enterprise, installed the additional 70mbps on top of the 80mbps subscription Dedicated Internet Access iGATE. This is aside from the subscription of Enterprise Fiber of 200mbps connection. The activity access and conduit security in information flow through a fast and stable bandwidth such as for Emergency Rescue 911 operations.

In 2019, the province-wide Mesh Technology Infrastructure also instigated the growing utilization of new technologies such as wireless technologies as part of the digitalization in 4IR in the Province of La Union. This digital connectivity created effective communication, collaboration and integration of people, systems and machineries.

Through the leadership of Gov. Francisco Emmanuel “Pacoy” R. Ortega III, the gap between the service delivery and expectations from the constituents was reduced. The recognition and capitalization of 4IR opportunities must be considered in the governance system to avoid risk of falling further behind but rather to institute global competitiveness and empowerment.
