The Provincial Government of La Union through the Sangguniang Panlalawigan approved Ordinance No. 317 series of 2021 on August 10, 2021, an ordinance, "Institutionalizing the Social and Sports Development Assistance for the City and Municipalities of the Province of La Union, and Providing Funds, Therefore."
The said ordinance is anchored on Section 16 of the Local Government Code which mandates that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and order and preserve the comfort and convenience of their inhabitants.
The said legislative measure, which was authored by Board Member Maria Rosario Eufrosina P. Nisce, was crafted to provide guidelines and procedures in requesting financial assistance relative to social welfare, sports, and other development needs of individuals as community projects of barangays.
Under the ordinance, the financial assistance shall be requested by the Sangguniang Bayan/Panlungsod through a Sangguniang Bayan/Panlungsod Resolution. The said resolution of the request shall be addressed to the Provincial Governor through the President of the Philippine Councilors League La Union Chapter. It shall be endorsed to the Office of the Provincial Governor.
Furthermore, the Resolution of Request shall be attached by a Project Proposal stating the purpose, budgetary requirements and beneficiaries for the said assistance.
The Office of the Philippine Councilors League La Union Chapter shall monitor and submit an annual report on the status of implementation of the requested financial assistance to the Provincial Governor's Office.
BM Nisce, explained that the main objective of the Provincial Government of La Union is to provide social welfare and sports development assistance to the City/Municipalities of the Province of La Union.
She added that to carry out the implementation of the said ordinance, an amount of PhP 80,000.00 per City/ Municipality or a total of 1,600,000.00 shall be initially allocated annually.
