PGLU approves an ordinance Institutionalizing the Coastal Cleanup in the Province of La Union

Vice Governor Mario Eduardo Ortega and the members of the Sangguniang Panlalawigan approved Ordinance No. 347 series of 2021 entitled “An Ordinance Mandating All Coastal Barangays to Conduct Coastal Clean-Up and Engage Participation of the Community,” which Hon. Geraldine R. Ortega authored, was approved on November 16, 2021.

The said ordinance is anchored on Section 20 of Republic Act 9275 or the Philippine Clean Water Act of 2004 which provides that LGUs shall share the responsibility in the management and improvement of water quality within their area of respective territorial jurisdiction, and the Local Government Code which mandates that every barangay is required to deliver basic services which include, but not limited to, services and facilities related to general hygiene and sanitation, beautification and solid waste collection.

With the unanimous approval by the Sangguniang Panlalawigan, the said ordinance which institutionalized the coastal cleanup, the Barangay will have to clear waterways and coastal areas of garbage and other obstructions every day with the engagement community involvement, participation, and community volunteerism in coastal barangays of the province.

Under the ordinance, all coastal barangays of the Province of La Union are mandated to conduct daily coastal cleanup using a community approach where the barangay officials shall engage the participation of the community.

Hon. Geraldine R. Ortega said with the advent of the ordinance, activities such as clean-up drive will help prevent flooding and take care of nature and the environment. She said that a clean and healthy environment is for the good of all and should therefore be a concern of all.

The ordinance shall take effect in accordance with the provision of the Local Government Code of 1991.
