Ortega III, ang 36 na Multi-Purpose Vehicles (MVPs) sa mga barangay ng Balaoan, La Union, sumailalim ang 36 na mga Baragay Officials, Health Workers at Tanod sa limang araw na First Aid and Basic Life Support (FA-BLS) and Cardiopulmonary Resuscitation (CPR) Training at Ambulance Operation upang matiyak ang kahandaan at mabilis na pag responde ng mga barangay sa iba’t-ibang klase ng emergency situations tulad ng aksidente, pangangailangan pang-medikal o kalamidad gamit ang mga nasabing mga sasakyan.
