PA Pacoy Ortega Assures Well-planned, Timely, Consistent Leadership in his Conferment as Provincial Administrator

Following Gov. Raphaelle Veronica “Rafy” Ortega-David’s appointment of Provincial Administrator Francisco Emmanuel “Pacoy” R. Ortega III who assumed leadership on January 8, 2024, the former was conferred by the 23rd Sangguniang Panlalawigan (SP) on February 13, 2024 at the SP Session Hall, Provincial Capitol, City of San Fernando, La Union during their 85th Regular Session.
The conferment was through the invitation of SP Committees on Civil Service and Human Resource Development; and Laws, Rules, and Privileges.
In PA Pacoy’s around five weeks in service as Provincial Administrator in the Provincial Government of La Union (PGU), he expressed how he takes pride in honest and conscientious work. He highlighted that the Capitol will continue to execute a concise Work Plan that aims to deliver the essential services that the KaPROBINSYAnihan need and deserve. He highlighted the Office of the Provincial Administrator’s (OPA’s) target at 95% confidence level of compliance with an acceptable margin of error of 4 to 8%.
PA Ortega expressed his gratitude to the SP saying, “Thank you for confirming the Governor’s appointment for me to serve as the Provincial Administrator. I was given the opportunity to deliver my brief message last February 8 in the Confirmation Hearing and I am here upon the invitation of the members of the Committee on Civil Service to present the same to the Plenary.”
Among the sighted focuses of the OPA moving forward are the Performance Governance System as the PGLU undergoes the Institutionalization Stage; Business Process Improvement and the establishment of the Social Service Action Center; the completion of the Human Resource Development Program; monitoring of the PGLU’s compliance to all the Seal of Good Local Governance Criteria; formation of the PGLU Employees’ Association; submission and monitoring of Project Proposal Submissions; and the development the Unified Work and Financial Management System.
The SP led by Vice Gov. Mario Eduardo C. Ortega welcomed the new provincial administrator who affirmed his service aligned to #LaUnionPROBINSYAnihan saying, “I have proven the veracity of my hypothesis that solidarity, unity, and working together yield the most meaningful results.”
