Nueva Vizcaya Partners with La Union for Best Practices on Planning Standards and Performance Governance System

The Provincial Planning and Development Office (PPDO) of the Provincial Government of Nueva Vizcaya (PGNV) visited the Provincial Government of La Union (PGLU) to benchmark the best practices of its Planning Office and the Province’s Performance Governance System last July 7, 2023 at the PDRRMO Training Hall.
The delegates, headed by the PGNV Provincial Planning and Development Coordinator Engr. Edgardo D. Sabado, were warmly welcomed by the PGLU-PPDO headed by PPDO Michaela Louise T. Delfinado and Assistant PPDO Darius Leo A. Cargamento together with Provincial Administrator, Ms. Agnes Grace A. Cargamento.
The benchmarking began with the discussion on La Union’s Transformation Journey, its PGS implementation and its Agri-Tourism Strategy where the thrusts of Gov. Rafy’s administration, such as innovation and volunteerism, were integrated.
This was followed by the best practices on Strategic Planning and Development, Research and Statistics and alignment of the Office/Individual Performance Commitment Reviews. In particular, notable takeaways include the alignment of the Province’s Strategy to the Executive-Legislative Agenda, Annual Investment Plan and Sectoral Frameworks; promotion of transparency and accountability in Local Government Support Fund projects through SubayBAYANI online project monitoring platform which was 1st place in Region 1 during the SubayBAYANI Awarding Ceremony of the Department of Interior and Local Government; PGLU Strategic Performance Management System; Knowledge Resource Hub; and the PPDO’s organizational structure.
In addition, other programs by the PPDO were presented such as the La Union Basanihan, Bael ti LUkal, La Union Public Transport Route Plan, SIKLAB Innovation Program and the Kadua Volunteerism Program which were commended by the PGNV. In equal manner, the PGNV PPDC proudly shared their best practices on the performance of their mandates and support legislation in the creation of their Innovation Council which the PGLU may adopt with its existing processes.
Afterwards, an open forum enabled the PGNV to raise their queries regarding the development of the PGLU’s Kadua Volunteerism Program and Knowledge Resource Hub.
After the inter-unit interaction, the delegates had the privilege of a Courtesy Visit to Gov. Raphaelle Veronica "Rafy" Ortega-David followed by a Tour around the Provincial Capitol wherein they gained insights on the rich culture and heritage of La Union led by the La Union Provincial Tourism Office.
Truly, the PGLU extends #LaUnionProbinsyanihan with neighboring provinces as an inspiration for LGUs to continuously upgrade their technical capabilities to better serve their constituents.
