Gov. Pacoy administers the oath of newly-appointed Naguilian Councilor Lennie M. Mercado on January 30, 2020 at the Office of the Provincial Governor, Provincial Capitol, City of San Fernando, La Union. Councilor Mercado will serve the unexpired term of former Councilor Roger A. Floresca.
