Conveying her utmost support to the Indigenous Community, Gov. Raphaelle Veronica Ortega-David warmly welcomed the personnel from the National Commission on Indigenous People (NCIP) La Union led by Provincial Officer Atty. Marvin Biligan together with IP Consultant Mixico Dulay and Mr. Jonathan Bansigan of NCIP Region 1 during their courtesy visit at the Office of the Provincial Governor, Provincial Capitol, City of San Fernando, La Union on August 24, 2023.

Gov. Rafy and Atty. Biligan affirmed their strong collaboration as they discussed the upcoming plans and programs that will ensure the welfare of the Indigenous Communities in the province.

On the same day, representatives from the Philippine Business for Education (PBEd) led by Deputy Executive Director Hanibal Camua, accompanied by a representative from the Technical Education and Skills Development Authority (TESDA) Region 1, and Madame of Bauang expressed their commitment to the Governor's thrust towards youth empowerment and the development of education system in the province. Bolstering employment opportunities among kaprobinsiaan, they shared their vision and initiatives to Gov. Rafy especially in strengthening skills development trainings.

Gov. Rafy also met with the delegation from the Municipality of Aratao, Nueva Vizcaya led by Vice Mayor Hon. Jayson Ferrer wherein they learned about PGLU's best practices.
