Municipal Assessors Updated on RPT

To widen the knowledge and to adopt to the new procedures of Real Property Taxation transactions in accordance with the law, the Office of the Provincial Assessor (OPAss) conducted a one-day training seminar to the 19 Municipal Assessor Offices with 88 participants through video conferencing on July 29, 2021.
Gov. Francisco Emmanuel “Pacoy” R. Ortega III commended the Municipal Assessors League of La Union (MALLU) as partner for strengthening the collaboration of provincial and component local government units (LGUs) amidst the CoViD-19 pandemic. “Streamlining procedures through activities such as this is necessary and very timely as it covers the legal procedures, requirements and policies under the Data Privacy Act of 2012 and Anti-Red Tape Act in the new normal,” he said. He also motivated the participants and said, “May you all have takeaways from this activity that will help you appreciate your vital role in serving our kaprobinsiaan with the highest sense of public service possible most especially during this time that our LGUs need to have solid assessments and income-generating measures so that we can fuel our recovery efforts.”
Provincial Assessor Engr. Arnulfo A. Cacho presented the Facilitation of Processing Transactions to Deal with the New Normal in accordance with ARTA Memorandum Circular No. 2020–06. He highlighted the objectives and importance of RA 11032, Ease of Doing business and efficient government service delivery act of 2018 and Data Privacy Act of 2012. He also discussed the legal procedures and policies of land ownership and related laws.
Recently, OPAss and component offices in LGUs formulated a unified citizen’s charter to ensure transparency in rules and procedures about services available and expectations on services, which is expected to give clients consistent knowledge of each Municipalities’ charter.
Assistant Provincial Assessor FIlma A. Salazar and Nelson A. Dumo, Chief of Property Valuation and Examination Unit of OPAss were also present in the said capacitation training and discussed the special purpose properties and steps of the preparation of general revision of schedule of market values. Also present during the training was Acting Provincial Treasurer Janet D. Molina who gave updates and concerns on treasury matters including the real property delinquents of the province. MALLU President and Municipal Assessor of San Juan Engr. Leila Valdriz proudly shared their procedures of assessment best practices and gave updates on MALLU matters.
In closing, Engr. Leila Valdriz and Engr. John Anthony Aspuria, Vice President of MALLU lauded the OPAss for organizing the capacitation training and expressed that they look forward to more collaborations as partners for more efficient public service delivery and stronger La Union.
