Mr. Petronilo Mendoza, Jr., a Pharmacist and Manager of MEDSPECS Solutions, Inc. answers queries of the Vice Gov. Mario Eduardo C. Ortega and the Sangguniang Panlalawigan Members during the 61st Regular Session of the 22nd SP on August 25, 2020 held at the SP Session Hall. Mr. Mendoza apprised the August Body on the effects on health of Hypochlorous Acid as disinfection agent for misting machines.

As the province intensifies its fight against CoViD-19 pandemic, Mr. Petronilo Mendoza, Jr., a pharmacist and manager of MEDSPECS Solutions, Inc. enlightened the August Body of the effect on health of Hypochlorous Acid (HOCL) as disinfection agent for misting machines during the 61st Regular Session of the 22nd Sangguniang Panlalawigan (SP) on August 25, 2020.

According to Mr. Mendoza, HOCL is a weak acid and a very simple molecule with the formula of one hydrogen atom replaced by chlorine yet powerful and effective oxidant against bacteria, fungi and viruses by means of substitution and oxidation including the Corona Virus. He also guaranteed its safety and effectiveness when used in misting machines based on European standards and studies.

It can be remembered that the Department of the Interior and Local Government (DILG) discouraged Local Government Units from using misting machines in disinfecting individuals following the death of a police officer in a quarantine facility.

In compliance to the DILG advisory, Gov. Francisco Emannuel “Pacoy” R. Ortega III ordered the removal of the misting machines installed infront of the Capitol and SP Building subject to further studies.

To make the misting machines become useful, SPM Jonathan Justo A. Orros in a privilege speech during the previous session requested the presence of Mr. Mendoza to explain the features and benefits of HOCL as disinfecting agent and ask the Gov. Pacoy to consider the re-installation of the misting machines using HOCL.

Also during the session, SPM Nancy Corazon M. Bacurnay suggested the Committee on Agriculture through its Chairperson SPM Geraldine R. Ortega to coordinate with the Office of the Provincial Agriculture to study the use of HOCL in animals particularly on hogs in order to prevent the spread of African Swine Fever, after having heard that the said solution is also safe in disinfecting animal habitats.

The inputs provided by Mr. Mendoza were well taken by the Body to ensure the safety of the people and ensure a Stronger La Union.
