“The incoming Sangguniang Panlalawigan will never become a rubberstamp, neither it will become an obstacle but it will always be a partner to the Honorable Governor, to the Executive Department to fulfill the one reason we are here – to serve the Province of La Union,” Vice Governor-elect Mario Eduardo C. Ortega said in his speech to the members of the 21st Sangguniang Panlalawigan (SP) and almost 100 invitees in attendance in the gallery during the last session of the current sanggunian conducted on June 25, 2019 at the Speaker Pro Tempore Francisco I. Ortega Provincial Legislative and Session Hall, Provincial Capitol, City of San Fernando, La Union.

Vice Gov-elect Ortega gave a standing challenge to the incoming members of the 22nd SP to do good in their legislative performance and perform at par if not, better. He emphasized that the 21st SP did an excellent legislative performance and that those who were hailed as top performers were even graduating. He even mentioned that, “It would have been better if we succeeded a low-performing batch, it’s easier to outperform them, but this one….it’s quite a big shoes to fit in, their accomplishment is gargantuan.”

As to the kind of vice governor he will be, he said, “I am brutally frank, straight to the point, I say what I feel, I do what I would want to do but I am also compassionate, a trait that I learned from my greatest mentor, Manoling Ortega.”

He thanked foremostly Governor Francisco Emmanuel “Pacoy” R. Ortega III, for giving him the opportunity to serve the province again as his partner, as his Vice Governor and as such unifying the Ortega family. He emphasized that at the end of the day, and no matter what happens, they are family – one family.

On July 1, 2019, the members of the 22nd Sangguniang Panlalawigan will meet after the first Monday flag raising ceremony to finalize the date of session, committee chairmanship and membership and other concerns so they could proceed with their official legislative functions.
