LU SP Reports its 2018 1st Sem Accomplishments

The Sangguniang Panlalawigan (SP) of La Union conducted a total of 26 regular sessions and one special session during the 1st semester of year 2018. A total of 304 items were discussed and 219 referrals were endorsed to the appropriate committees for further study and recommendation including 46 referrals from topics arising from the privilege speeches and unassigned business. As compared to the set target for 1st sem 2018, the no. of sessions conducted exceeded by one session.

The number of sessions conducted is based on the mandate of the sanggunian as provided in the Local Government Code that the sanggunian must conduct session at least once a week. Sessions of the Sangguniang Panlalawigan are open to the public and being covered by radio and print media. For this semester, a total of 637 guests and visitors as well as observers in the gallery observed the sessions. The accomplishment was due to the conduct of send-off program of the Board Member (BM) Manuel Victor “Mannix” R. Ortega, Jr. who resigned from his post as the President of the Liga ng mga Barangay and the Oath-Taking and Welcome program of BM Erwina C. Eriguel who assumed as the President of the Liga ng mga Barangay and BM Alyssa Kristine B. Sibuma as the President of the Panlalawigang Pederasyon ng mga Sangguniang Kabataan.

In terms of enacted ordinances and approved resolutions, a total of 10 ordinances were enacted. Five ordinances were already published, the rest are scheduled to be published for the month of July 2018. There are 339 resolutions approved by the 21st SP.

In terms of communications and requests from the Office of the Governor, there were 40 urgent and 11 non-urgent requests that were calendared and immediately acted upon by the SP through a corresponding resolution or ordinance.

The standing committees conducted a total of 255 committee meetings and 59 committee hearings and rendered a total of 139 committee reports. The SP Committee on Laws, Rules and Privileges, chaired by BM Reynaldo M. Mosuela conducted the most number of committee meeting which is 101. As to the conduct of committee hearings where various personalities or authorities from different offices were invited, the SP Committee on Laws, Rules and Privileges also topped with 11 hearings conducted. Same committee topped is number 1 in terms of the submission of committee reports, with 30 reports submitted and rendered during SP Sessions.

Administrative Case No. 1-2017, entitled: “Jacqueline Y. Chan, complainant vs. SBM Esther L. Cartas was dismissed by the Sangguniang Panlalawigan through SP Res. 105-2018. Series of hearings and amicable settlement meetings were conducted through the SP Committee on Ethics and Good Government, chaired by SPM Francisco Paolo P. Ortega V.

In terms of legislative write-ups and news articles, the GPC members of the Sangguniang Panlalawigan submitted a total of 25 write-ups and news articles as well as photo news releases and were published in the Baro a Timek ti Kapitolio, official website of the Provincial Government of La Union and local newspapers.

A total of 52 privilege speeches were delivered during the 1st semester of 2018. Most number of speeches rendered was SPM Bellarmin A. Flores II with 15 speeches. The issues and topics raised in their respective speeches were referred to the appropriate committees for further study and recommendation.

From January to June 2018, six SPMs perfected the attendance for the first semester with 3 SPMs in the 1st District to include SPM Francisco “Kit” C. Ortega, Jr.; SPM Reynaldo M. Mosuela and SPM Carlo Casto U. Concepcion and 3 SPMs in the 2nd District, to include SPM Maria Annabelle S. de Guzman; SPM Ruperto A. Rillera, Jr. and SPM Bellarmin A. Flores II.

In support to the vision of the province to position La Union as Heart of Agri-Tourism in Northern Luzon by 2025, the Sangguniang Panlalawigan conducted 3 out-of-hall sessions to various agri-tourism sites not only to promote the places visited but to extend assistance to sustain and maintain as well as the possibility of expansion so as to employ more workers. This is likewise for the legislators to gain more knowledge of the agri-tourism sites and explore possibilities on how these cites could be supported through policy recommendations/enactments.

Another strategic initiative of the Office of the Sangguniang Panlalawigan is the “Kalsada Program; My Road, My Responsibility” through the SP Committee on Public Works an Utilities, chaired by the Hon. Maria Anabelle S. de Guzman in coordination with various agencies such as the Department of Public Works and Highways, Department of the Interior and Local Government, Land Transportation Office, Local Radio Stations, Philippine National Police and component Local Government Units through their respective Chairpersons of the SB and SP Committees on Road Safety and/or Traffic Management. The Kalsada Program aims to extend support to the vision of the current administration by monitoring the Manila-North Road within the jurisdiction of the province as well as provincial roads and ensure a safe and convenient travel for all. The inspection team has conducted 2 ocular visits for the 1st semester covering from Sudipen to Rosario as well as Naguilian, Pugo and Tubao, La Union identifying construction problems that needed to be addressed.

The Honorable Governor Francisco Emmanuel R. Ortega III delivered his 2nd State of the Province Address on May 24, 2018 during the 99th Regular Session of the Sangguniang Panlalawigan and was facilitated by the SP Secretariat and staff.
