LU SP Passed 6 Ordinances on Agriculture, Social Services on Third Reading

During the last regular session of the 21ST Sangguniang Panlalawigan of La Union on June 25, 2019 at the Speaker Pro Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union, the August Body approved on third reading a total of 10 ordinances. Six legislative measures were authored by SPM Bellarmin A. Flores II and co-authored by all SPMs.
Four of the six ordinances pertain to agriculture and the other two ordinances on Social Services. SPM Flores was the chairperson of both committees on Agriculture and Social Services on the 21st Sangguniang Panlalawigan.
In support to the province’s vision to make La Union the Heart of Agri-Tourism in Northern Luzon by 2025, SPM Flores drafted and authored four agriculture-related ordinances namely The Agriculture Emergency Trust Fund Act of 2019 which aims to support the farmers and fisherfolks of the province affected by natural and man-made disasters and calamities; ID System for Farmers and Fisherfolks of La Union Act of 2019 which will cover identification of legitimate farmers, fisherfolks and livestock raisers which shall be used in securing financial and material assistance from the provincial, municipal and city governments of La Union; La Union Information and Communications Technology (ICT) in Agriculture Act of 2019 which aims to develop information and communication technology in Agriculture as effective tools in achieving the Agri-Tourism Vision of the provice; and The Farmers and Fisherfolks Month and Day Act of 2019, an ordinance institutionalizing the celebration of the Provincial Farmers and Fisherfolks Month and Day every May and on the 15TH day of May, respectively.
SPM Flores explained that such ordinances were crafted after series of meetings, hearings and consultations with the different stakeholders in the province that made him clued-up on basic problems and issues encountered by the farmers and fisherfolks in the province.
Two ordinances authored by the legislator under Committee on Social Services were also passed during the last session. These are the Lawas Dagiti Nataengan ti Probinsya ti La Union Act of 2019, an ordinance institutionalizing the annual celebration of Elderly Filipino Week every first week of October every year as mandated by Presidential Proclamation No. 470; and the Mutia ti La Union Empowering Act of 2019, an ordinance empowering Mutia ti La Union winner to perform functions for her one-year reign to promote gender advancement and development, and tourism in the province.
SPM Flores’ second term as member of the Sangguniang Panlalawigan will end at noon of June 30, 2019. He will assume his new position as the duly elected mayor of his hometown Rosario. According to him, these ordinances are his way of giving back the love and confidence of his constituencies, particularly in the agriculture and social sectors in the province. His continuing advocacy is to have these ordinances implemented in the municipal level.
