Sangguniang Panlalawigan Member Bellarmin A. Flores II, as the Committee Chair on Social Services of the province, delivers his privilege speech on the issue of selling Public Health Institutions to big businesses on June 14, 2018 at the Speaker Pro-Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union

Sangguniang Panlalawigan (SP) approved the SP Resolution No. 306-2018 in support to House Bill 7437 or “Act Prohibiting the Privatization and Corporatization of Public Hospitals, Public Facilities and Public Services and Providing Penalties for the Violations Thereof” during the 102nd Regular Session on June 14, 2018 of the 21st Sangguniang Panlalawigan of La Union at the Speaker Pro-Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union.

In his privilege speech, BM Bellarmin A. Flores II raised the issue and concern on public hospitals and other public health institutions being sold to private businesses. “The province must firmly stand against this practice” said SP Flores as he strongly urged the members of the Sangguniang Panlalawigan of La Union to pass a resolution addressed to the Senate of the Philippines through Senator Joseph Victor G. Ejercito, Committee Chairman on Health and Demography to approve HB 7437.

In his speech, he mentioned that big businesses especially those with powerful connections in government are voraciously keeping an eye on the real estate value and profit potential of strategically located hospitals. Public hospitals sold to private investors are being operated not for service but primarily for profit. Instead of selling public hospitals, the government must have to improve and upgrade the facilities or better build new public hospitals in all four corners of our archipelago to cater to the needs and service the poor among our people, he added.

BM Flores introduced another resolution addressed to the three Representatives of the province and was approved under Sangguniang Panlalawigan Resolution No. 305–2018 to initiate and encourage their peers in Congress for the appropriation of funds for the building of hospitals and public institutions in the country. He emphasized that building of hospitals must have to be incorporated in the Build, Build, Build Program of this administration. He prayed for mercy and compassion for our fellow Filipinos who are less fortunate in life, that the government must have to give more to those who have less in life.
