LU Municipal/City Assessors Adapts to Tech Advancement, Attends Digital Tax Mapping Training

The Provincial Government of La Union (PGLU), through its Office of the Provincial Assessor (OPAss), successfully conducted a two-day Digital Tax Mapping Training on AutoCAD and Quantum Geographic Information System (QGIS) attended by Municipal Assessors and their technical staff, along with representatives from various PGLU departments including the Provincial Treasurer’s Office, Office of the Provincial Agriculturist, Office of the Planning and Development Coordinator, and Office Provincial Engineer.

The training, held on August 29-30, 2024 in San Juan, La Union, aimed to equip participants with essential skills in using AutoCAD and QGIS software to streamline property assessment processes, improve data accuracy, and enhance overall efficiency in their respective municipalities. The initiative is part of La Union's broader efforts to adopt digital technologies and ensuring good governance and quality service delivery.

In a message delivered on behalf of Gov. Raphaelle Veronica "Rafy" Ortega-David by Executive Assistant Eleazar Belgica, the governor emphasized the importance of upskilling and embracing digital tools. "This is a challenge not only to OPAss, not only to the PGLU but of course, to all of our Municipal Assessors and their technical staff to up-skill and upgrade ourselves," Gov. Rafy said, urging La Union PROBINSYAnihan in maintaining La Union’s legacy as Seal of Good Local Governance Passers of Good Financial Housekeeping.

Provincial Assessor Engr. Arnulfo A. Cacho highlighted the significance of digital tax mapping during his presentation. He noted that the shift towards digital processes would be critical, especially in light of the upcoming implementation of Tax Ordinance No. 364-2022, which involves the General Revision of the Schedule of Fair Market Values. Engr. Cacho underscored the importance of having a solid foundation in traditional methods as the assessors transition to digital systems.

The training also featured hands-on sessions led by tax mapping experts. Engr. Jandolf O. Soto and Jonathan P. Mallare introduced the basics of AutoCAD software, while Engr. Michelle Bueno and QGIS expert Mark Artchiden Taguinod guided participants in applying QGIS for digital mapping.

On the other hand, oath-taking of the La Union Assessors Focal Persons and Encoders Association, Inc. officers, led by President Joadeline Therese A. Flora, took place during the two-day activity, solidifying their commitment to La Union PROBINSYAnihan for effective communication across La Union’s municipalities.
