The enactment of Provincial Ordinance No. 085-2016 or otherwise known as “An Act Establishing the Human Rights Action Center (HRAC) and in the Province of La Union and Providing Funds for the Operations Thereof,” on April 28, 2016 was followed by a Memorandum of Agreement (MOA) entered into between the Provincial Government of La Union (PGLU) represented by Gov. Francisco Emmanuel "Pacoy" R. Ortega III and the Commission on Human Rights (CHR) represented by Atty. Harold D. Kub-Aron, Regional Director of Region I on July 31, 2017 .
The said Ordinance and MOA defined the roles and responsibilities of both the PGLU and CHR in building a culture of human rights within the Province of La Union, through the establishment of mechanisms for human rights promotion and protection. The La Union Human Rights Action Center (LUHRAC) is stationed at the Provincial Legal Office.
