La Union Streamlines Tech Emergency Response

The Provincial Government of La Union (PGLU), through the Office of the Governor – Information and Communications Technology Unit (OPG-ICTU) and Provincial Disaster Risk Reduction Management Office (PDRRMO) in partnership with PCCraft Computer Technologies, Inc. (PCCraft), successfully conducted an orientation and overview for the La Union Peace, Order, and Public Safety System (LUPOPSS) program on June 11, 2024 at the La Union Peace, Order, and Safety (LUPOS) Bldg., Sevilla, City of San Fernando, La Union.

The project aimed to establish a province-wide Provincial Peace and Order Public Safety Emergency Operations (POPs-EOC) to streamline emergency response and safeguard critical areas in the province.

There were 26 total participants, divided into two batches. All of which were from Central Circuit (LGU Bacnotan, San Gabriel, San Juan, and City of San Fernando), Central Eastern Circuit (LGU Bagulin, Burgos, and Naguilian), Bacnotan District Hospital, and Naguilian District Hospital, along with the personnel from PDRRMO and OPG-ICTU.

A PCCraft representative delivered a comprehensive presentation on the LUPOPSS. The session covered its basic operation, troubleshooting procedures, and configuration for functionalities like motion detection and intrusion monitoring in designated road areas. The presentation highlighted the system’s utilization of Artificial Intelligence with advanced features such as facial recognition, vehicle recognition, and non-vehicle recognition. To solidify their understanding and gain practical experience, participants actively engaged in the interactive hands-on session where they explored the LUPOPPS system’s interface and functionalities.

In addition, Dahua Technology addressed key considerations for CCTV operation, including proper use and legal guidelines for accessing recorded footage. While still under development within the remaining circuits, the LUPOPSS is completely operational across the Northern, Central, and Central Eastern Circuits of the province.

This initiative shows a significant stride towards a more technologically advanced disaster risk reduction and management system for the province to utilize. With the continued support of Gov. Raphaelle Veronica “Rafy” Ortega-David and the PGLU in the sector of technology and public safety, La Union further strengthens its peace and order operations for the public safety of all KaPROBINSYAnihan maximizing the power of technology.
