La Union Sanggunian Reviews Proposed Federal Constitution

Sangguniang Panlalawigan Members of La Union discuss the proposed Federal Constitution during the Committee Meeting of the Ad-hoc Committee of the Whole on August 17, 2018 at Hotel Ariana, Paringao, Bauang, La Union.

Following the submission of the copy of the draft Federal Constitution titled “Bayanihan Federalism: Power to the People, Power to the Regions,” by the Consultative-Committee (Con-Com) to President Rodrigo Roa Duterte, the Senate and the Congress, the Sangguniang Panlalawigan (SP) of La Union, through an Ad-hoc Committee of the Whole, reviewed the draft Federal Constitution for a strong, indissoluble Republic on August 17, 2018 at Hotel Ariana, Bauang, La Union.
The meeting aimed to study and discuss the provisions of the proposed Federal Constitution in order for the Sangguniang Panlalawigan Members to be enlightened on its contents and features which will serve as their basis in coming up with a stand either to support or not the proposed Federal Constitution or to recommend to the Con-Com to amend the same in consideration of the proposal of the Ad-hoc Committee.
Committee Chair BM Reynaldo M. Mosuela explained thoroughly the 22 articles of the draft Federal Constitution particularly on the powers of the federal and regional governments, political dynasties, political parties, judiciary, federal constitutional commissions and other pertinent provisions.
The SP is very much concerned with the future of the local government units considering that unlike the 1987 Philippine Constitution, the proposed Federal Constitution do not provide detailed provisions on the protection of the local government units as well as the Sangguniang Kabataan, Liga ng mga Barangay, Philippine Councilors League and the Provincial Board Members League. Other concerns and issues that were raised during the meeting were the distribution of wealth, percentage sharing on the natural wealth utilization of certain industries, clear scheme on the national debt servicing and political dynasties and party-system.
The Ad-hoc Committee agreed to consolidate their issues and concerns on some gray areas of the proposed Federal Constitution through a resolution and will be reconsidered for the next committee meeting before it will be adopted by the Sangguniang Panlalawigan as its common stand and will be submitted to the Congress and Senate for their consideration.
