100% of La Union LGUs as Seal of Child-Friendly Local Governance Awardees

CHILD-FRIENDLY LOCAL GOVERNANCE. All the 20 component Local Government Units (LGU) in La Union receive the 2018 Seal of Child-Friendly Local Governance Award from the Deparment of the Interior and Local Government (DILG) - La Union Provincial Office, during a conferment ceremony on December 10, 2019 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union. Taking the limelight was LGU Santo Tomas, which received the Presidential Award for being the country's top 4th-6th class Municipality in Child-Friendly Local Governance. Presenting the awards were DILG Provincial Dir. Paulino G. Lalata Jr. and Board Member Jennifer Mosuela, who represented Gov. Pacoy.

The Council for the Welfare of Children (CWC) Board conferred to all 20 Local Government Units (LGUs) of La Union the 2018 Seal of Child-Friendly Local Governance (SCFLG) award on December 10, 2019 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.

The LGUs were audited based on 12 criteria which include percentage reduction in the deaths among children below five years old or under-five mortality rate; percentage reduction in the number of children under-six with below normal weight; percentage increase in the number of 3 to 4- year-old children attending center-based day care services; completion rate for elementary schooling; absence of child labor or percentage reduction in child labor cases; percentage reduction in the number of children victims of violence, abuse, neglect and exploitation; safety measures for children in the community and schools; extent of mainstreaming of children’s rights to survival, development, protection and participation in the core development agenda of LGUs; an ordinance establishing Barangay Violence Against Women and their Children Desks; Philhealth accreditation in its main health facility or rural health unit for the Maternal Care Services and Primary Care; a Local School Board (LSB) Plan that is aligned with the School Improvement Plan; and completed at least 70% of its LSB Plan for the year in review.

The 20 LGUs of the province were conferred with the SCFLG award for the second year. Conferees were shortlisted and validated for the Presidential Award for Child Friendly Municipalities and Cities.

The said award is an annual activity covering all cities and municipalities nationwide. It aims to assess the LGU’s performances in the delivery of social services on child and youth welfare and in identifying results of the intervention. The Child-Friendly Philippines framework promotes giving priority to children in LGUs’ planning, budgeting, legislation and delivery of services to assure that all children enjoy their rights of survival, development, protection and participation.
