LA UNION JOINS NATIONAL CONFERENCE ON GOVERNANCE AND RESEARCH

As part of the human resource development program of the Provincial Government of La Union, selected officials and employees joined the three-day National Governance and Research Conference conducted by the Philippine Councilors League Legislative Academy (PCL-LA) in partnership with the Philippine Christian University (PCU) on May 24 – 26, 2018 at the Bayview Park Hotel, Manila. The conference gathered more than 700 local elected officials and government employees nationwide and La Union-Hub has the largest number of delegation having 132 attendees.
The first day of the conference featured the keynote speech from Metro Manila Development Authority (MMDA) Chairman, Ret. Brig. Gen. Danilo D. Lim on the Public Sector Reform Agenda of the Duterte Administration. In his speech, he highlighted the budget reforms that are being instituted, the recently passed TRAIN Law and the plan of transition into a cash-based budgeting system at the national level. Other speakers for the day were Philippine Society for Public Administration Executive Director, Dr. Lizan P. Calina who discussed Phronetic Leadership in Governance; PSPA President, Dr. Alex B. Brillantes, Jr. on Addressing and Managing Risks in the Public Sector; St. Robert's International Academy IT Director, Ms. Jocel Calcena who discussed about the use of Edmodo as a learning platform to create responsible learning environment and National Commission for Culture and Arts (NCAA) Executive Director, Rico Pableo who talked about Culture and Arts.
House of Representatives Senior Deputy Secretary General, Dr. Ramon Ricardo Roque, CESO I and Department of the Interior and Local Government (DILG) Bureau of Local Government Supervision (BLGS) Director, Atty. Odilon Pasaraba, CESO V graced the second day of the conference to discuss the HRD and CESO Updates and DILG updates, respectively. Delegates were also able to visit the PCU Campus in the afternoon.
The last day of the conference started with solidarity message from the Program Chairman, Dr. Antonio Delos Reyes. It was followed with a session featuring Philippine Sugar Corporation Board of Director, Gen. Esperdion Javier who discussed Federalism. PCL-LA National Chairman, Atty. Oliver Owen Garcia delivered a Closing Message while PCU Extension and Transnational Education Dean, Dr. Robert F. Galinez and PCL-LA Executive Director, Dr. Hilario T. Caminero announced the Graduation Details and Submission of Required Documents, respectively.
The National Governance and Research Conference was made possible through the efforts of PCU and PCL-LA. It was organized to provide local government officials and employees with relevant discussions on significant aspects of governance and research, with the objective of equipping them with applicable knowledge that can be implemented within their respective local government units.
