Included in the Convergence Programs being implemented in La Union by the Department of Trade and Industry (DTI) and Department of Public Works and Highways (DPWH) are the Roads Leveraging Linkages for Industry and Trade or “ROLL IT Program” and the Tourism Road Infrastructure Projects or “TRIP Program” by DOT-DPWH, wherein most of them are previously proposed by Gov. Francisco Emmanuel “Pacoy” R. Ortega III to the Regional Directors of the said agencies.
As per records gathered from the DPWH Region 1 Office, there are Php287.5M worth of infrastructure projects enrolled under the ROLL IT Program and Php147M worth of infrastructure projects enrolled under the TRIP Program, both implemented in the province for 2019. For the ROLL IT Program, there are 10 projects being implemented and 50% of them are already completed. Meanwhile, there are four projects for the TRIP Program wherein only one of them is completed and the remaining are still on-going.
The ROLL IT Program aims to further the growth of investments and other economic activities in the country through more road projects leading to manufacturing and economic zones while the TRIP Program aims to promote rural and value chain development toward increasing agricultural and rural enterprise productivity and community-based tourism.
As for the status of the Bauang-San Fernando-San Juan Bypass Road, it is already under phase 2 construction which is still on-going along Bauang and San Juan section. Both sections will meet half-way in the City of San Fernando section which is not yet implemented.
