La Union Advances Peace, Security in 2nd Quarter PPOC-LUADAC Meet, Thanks Gov. Rafy’s Leadership

The Provincial Peace and Order Council (PPOC) and La Union Anti-Drug Abuse Council (LUADAC), chaired by Governor Raphaelle Veronica Ortega-David, convened their 2nd Quarter Joint Meeting on May 26, 2025 via teleconferencing.
Presided over by Acting Provincial Director PCol Redentor C. Ulsano of the La Union Police Provincial Office and Vice-Chairperson of the councils, the meeting gathered key stakeholders to assess ongoing initiatives and craft future strategies for peace, security, and anti-drug efforts in the province.
A key highlight of the meeting is the approval of the Annual Investment Program (AIP) for the Peace and Order and Public Safety (POPS) Program for CY 2026. Presented by the Department of the Interior and Local Government – La Union Provincial Office (DILG-LUPO), the AIP outlines critical programs and projects aimed at enhancing law enforcement support, boosting crime prevention campaigns, strengthening anti-drug abuse measures, and advancing overall public safety in La Union.
In addition, the DILG-LUPO provided a comprehensive report on the major POPS accomplishments since CY 2022, updates on the current status of ongoing programs and projects for the year, as well as plans and priorities moving forward.
The meeting also featured updates on the peace and order situation across the province, highlighting a notable 7.69% decrease in total crime incidents. From 637 cases recorded between January to May 2024 to 588 cases in the same period this year. This positive trend is attributed to the proactive and community-focused crime prevention strategies of the PNP-La Union Police Provincial Office.
The 50th Infantry Battalion, 5th Infantry Division of the Philippine Army shared its Anti-Insurgency Accomplishment Report, reinforcing the role of military and civil collaboration in counter-insurgency efforts.
Meanwhile, LUADAC reported intensified anti-drug abuse campaigns, particularly focusing on bolstering the Barangay Drug Clearing Program, which remains a cornerstone of La Union’s anti-illegal drugs strategy.
On behalf of the PPOC-LUADAC, DILG Provincial Director Reggie R. Colisao conveyed their heartfelt gratitude to our beloved Gov. Rafy, for her unwavering leadership, sincere dedication, and compassionate service to the people of La Union. Dir. Colisao thanked Gov. Rafy for her continued guidance and for consistently prioritizing the welfare of La Union over the past three years as Chairperson of both the PPOC and LUADAC.

This regular joint meeting serves as a vital platform to ensure the effective and efficient implementation of programs, projects and activities designed to combat criminality, insurgency, and illegal drug activities, all with the ultimate goal of safeguarding peace and order, and public safety across La Union.
