To commemorate the birth anniversary of Ilocos' famed revolution hero Diego Silang, a simultaneous offering of wreath was held at Heroes Park in the City of San Fernando, La Union and Town Plaza of Municipality of Caba, La Union on December 16, 2021.

On behalf of the Provincial Government of La Union officials, the ceremony was led by La Union Provincial Tourism Office (LUPTO) Officer-in-Charge Arthur S. Cortez, Jr. Facilitated by LUPTO - Culture and Arts Section, the ceremony was also attended by staff of Provincial Information Office (PIO) and Provincial General Services Office (PGSO).

On the other hand, the Municipal Government of Caba headed by Mayor Philip Caesar P. Crispino led the offering of the wreath at the monument of Diego Silang at their Town Plaza. Officials, concerned officers and personnel from the Bureau of Fire Protection and the Philippine National Police were also present in attendance.

Diego Pineda Silang was born on December 16, 1739 at the time Caba was still a barrio of Aringay then a part of Pangasinan province. Silang led the Ilocos Revolt from 1762–1763 but was assassinated in Vigan on May 28, 1763. After his death, the revolt was continued by his wife, Maria Josefa Gabriela CariΓ±o Silang whose execution on September 20, 1763, ended the uprising.
