Human Resources Management Unit Updates Service Knowledge in Seminars

Dir. Josephine R. Altura of the Civil Service Commission Field Office I talks about the amendments made on the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) on May 24, 2019 at Juan Luna Hall, Civil Service Regional Office I (CSC RO1) Training Center, City of San Fernando, La Union during the seminar on the amended 2017 ORAOHRA. Said Seminar was attended by Human Resource Management Staff of the Office of the Provincial Government of La Union.

The Provincial Government of La Union under the leadership of Gov. Francisco Emmanuel “Pacoy” R. Ortega III through the Office of the Provincial Administrator – Human Resource Management Unit (OPA-HRMU) attended the Leave Administration Course for Effectiveness (LACE) on May 21-22, 2019 and the seminar on the amended 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) on May 23-24, 2019 at Juan Luna Hall, Civil Service Regional Office I (CSC RO1) Training Center, City of San Fernando, La Union.

The legal basis of the granting of Leaves, General Leave Laws/Policies, and the different types of Leave Benefits were discussed by Chief Human Resource Specialist Romulo V. Nabua of CSC RO1 during the LACE Seminar. Employee Leave Benefits will have a stricter implementation. Half day Privilege Leaves (PL) will no longer be allowed, availing half days Sick Leaves (SL) will now require the presentation of a medical certificate from a government physician.

Atty. Charisma M. Agbayani of the Legal Services Division discussed leave benefits for specific groups under the Government Service, Laws and Issuances on Government Working Hours and other Privilege Leave under Special Laws. It was also discussed that overtime service will no longer be honored if the overtime service rendered exceeds two consecutive days and if the reason behind it relates to the functions of the employee.

The Implementing Rules and Regulations of the Expanded Maternity Law were also presented. According to the aforementioned law, mothers can now avail 105 days leave, regardless of the mode of delivery, as compared to the previous 60 days. The law also provides 60-day maternity leave for mothers who suffered miscarriage and emergency termination of pregnancy while single mothers are granted 120 days leave, provided they are registered as such.

On the other hand, during the seminar on the amended 2017 ORAOHRA; Dir. Josephine R. Altura of the CSC RO I discussed that the Human Resource Promotion and Selection Board (HRMPSB) will no longer be tasked to recommend to the appointing authority the top-ranking applicants qualified for vacancies in the organization. Dir. Altura also presented the changes on the different forms of the Civil Service as well as the importance of properly and carefully accomplishing these forms for a smoother and faster transaction between the Civil Service Commission and other government agencies.

In her presentation, Dir. Altura gave emphasis on the weight of the Merit Selection Plan (MSP) over the ORAOHRA. According to her, agencies should adhere to the ORAOHRA as their guide but the existing MSP of an agency should hold more weight than the ORAOHRA since it has already been approved by the Commission. Nonetheless, agencies could still opt to adapt the ORAOHRA or pattern their MSP to the set standards of the ORAOHRA.

The Human Resource Management Unit will give a thorough discussion of what was learned in both seminars through a cascading session with the Administrative Officers of the Provincial Government of La Union offices and hospitals through Personnel Enhancement Program (PEP) talks.
