Gov. Francisco Emmanuel "Pacoy" R. Ortega III turns over a multi-purpose vehicle to Provincial Veterinarian Dr. Nida N. Gapuz on October 15, 2018 at the Provincial Capitol, City of San Fernando, La Union. The vehicle will be used during field duties of the office to bring their services to the people of La Union.
