Pacoy talks about creating new opportunities to uphold transformative good governance as both the Provincial Government of La Union and Philippine National Police are Performance Governance System practitioners, during the 29th Philippine National Police Foundation Day Celebration on February 3, 2020 at the Police Regional Office 1 Grandstand, Camp BGen Oscar M. Florendo, Parian, City of San Fernando, La Union. Awarding of medals to deserving personnel and laying of wreaths in front of BGen Florendo's bust were also done during the event.
