PEACE AND STABILITY FOR CRISIS RECOVERY AND TRANSFORMATION. Gov. Pacoy discusses with the country’s top officials for defense and public safety, namely National Defense Secretary Delfin Lorenzana and Philippine Army Commanding General LTGEN CIRILITO E SOBEJANA PA, as he relays to them the Provincial Government of La Union’s thrust on strengthening Peace and Order and Public Safety as part of its crisis recovery initiatives. Gov. Pacoy met the officials at the Headquarters of the First Scout Ranger Regiment, Philippine Army in San Miguel, Bulacan on October 13, 2020, during the Governor’s conferment as Scout Ranger honorary member.
The Office of the Provincial Assessor (OPAss) and Municipal Assessors League of La Union (MALLU) are formulating a uniform citizen’s charter to ensure transparency in rules and procedures and to specify what to expect to measure on how to improve customer service delivery.
During the video conference meeting of MALLU on October 13, 2020, Provincial Assessor Engr. Arnulfo A. Cacho highlighted the need to refine the transactions in the municipalities and in the province because of the discrepancies when documents are prepared in municipalities and the processing of documents takes place in the province.
To facilitate the faster drafting of the uniformed citizen’s charter, MALLU created a technical working group led by Municipal Assessor of Santol Mr. Elmere Ordoño to analyze and evaluate the citizen’s charter.
The uniformity of the citizen’s charter will give information about services available, time of transactions and processing and will give clients consistent knowledge on municipalities’ citizen’s charter thus improving the service delivery.
PARTNERING FOR ENVIRONMENTAL SUSTAINABILITY AMIDST ADVERSITY. The Provincial Government of La Union recently received a plaque of recognition from the Department of Environment and Natural Resources Regional Office 1 led by Regional Executive Director Atty. Crizaldy M. Barcelo, during their courtesy call to Gov. Pacoy on October 12, 2020 at the Provincial Capitol, City of San Fernando, La Union. The PGLU has been recognized by the DENR for its commitment to uphold environmental sustainability amidst the challenges posed by the COVID-19 pandemic. Also joining the courtesy call were Mary Ann Escoto, DENR R1 Chief Administrative Officer; and Annalyn Rosario Valdez, PGLU Environment and Natural Resources Unit Chief.
The Office of the Provincial Governor- Environment and Natural Resources Unit (OPG-ENRU) staff together with personnel from the Provincial Treasury Office (PTO) and members of the Multi-partite Monitoring Team of Sand and Gravel Operation of La Union apprehend an illegally extracted and transported aggregates at San Juan, La Union on October 8, 2020.
While the team composed of representatives from OPG-ENRU; Mines and Geosciences Bureau; Provincial Environment and Natural Resources Office; and Local Government Units were conducting monitoring of sand and gravel operations in Brgy. Cabaroan and Brgy. Nagatuiran, San Juan, they spotted a truck coming from the upstream of the river, an area with no approved permit to conduct quarry operations. The team flagged down the truck and asked for clearances/legal documents for the extraction and transport of aggregates. The driver of the truck from San Gabriel, La Union failed to present legal papers so the team instructed the driver to unload his cargo. He was fined by the PTO and the aggregates were then turned over to LGU-San Juan.
As the Provincial Government of La Union works towards building a province worth living in for each constituent, it brings the updated provincial strategy, “Stronger La Union: Provincial Strategy on Response, Recovery, and Local Economic Development” to all Local Government Units (LGU) and Barangays through the distribution of Stronger La Union Kits which started on October 6, 2020 in Bangar La Union.
Each barangay will receive a Stronger La Union Kit containing the State of the Province Address (SOPA) brochure; survey cards, Stronger La Union poster and Personal Protective Equipment (PPE) package for frontliners while each Local Government Unit will receive a kit containing SOPA brochure, Proficiency Report, eight survey cards, Stronger La Union poster and PPE package with care package label. 576 Barangays and 20 LGUs are expected to receive the Stronger La Union kits.
In the governor’s letter card to the barangay councils and health workers and volunteers, he expressed his gratitude for their sacrifices and cooperation to preserve the peace and safety in their jurisdictions, as he gave his assurance of support, “The PGLU is committed to support and work with you because we believe that together, we are stronger,” he written.

Annalyn Rosario-Valdez, Chairman of the Mine Rehabilitation Fund Committee for Industrial Sand and Gravel Quarry Operations presides the 3rd quarter regular committee meeting on October 5, 2020 at the Office of the Provincial Governor – Environment and Natural Resources Unit (OPG-ENRU) Conference Hall.
Engr. John C. Ymson of Mines and Geosciences Bureau; Engr. Ryanne N. Narvaez of Environmental Management Bureau; Engr. Socrates G. Gaerlan of Department of Environment and Natural Resources Region I; Mr. Gil G. Garcia of LORMA Community Development Foundation Incorporated; quarry permit holders of Rosario, Aringay, Sudipen, Tubao, and Bauang; representatives of each Local Governments Units; and the OPG-ENRU were present in the meeting.
Engr. Rommilyn V. Torio, Environmental Management Specialist II presented the results of multi-partite monitoring of industrial sand and gravel operations in La Union. Other agenda discussed were the status of fund and compliance monitoring of submission of reports of the permit holders.
The La Union Provincial Tourism Office headed by Provincial Information Officer / Tourism Officer Designate Adamor L. Dagang and Assistant Tourism Officer Arthur S. Cortez Jr. meets the Municipal Inter-Agency Task Force of the Local Government Units of; San Juan, San Gabriel and Bauang to brief the stakeholders on the Ridge and Reef Travel Corridor Project of the Department of Tourism on September 30 – October 2, 2020. Said project is set to reopen the tourism industry of the province that includes the surfing town of San Juan, Tangadan Falls of San Gabriel and the Grape Farms of Bauang to tourists from Baguio City and Region 1.
