Sangguniang Panlalawigan (SP) Staff assess their mental health during the workshop sessions of the Workplace Mental Health and Well-Being Seminar-Workshop initiated by the SP on November 18 and 19, 2020 at Cong. Eriguel Hall, SP Building, Provincial Capitol, City of San Fernando, La Union.

The seminar workshop aims to promote awareness about mental health issues and on how to handle work-related stress brought about by the CoViD-19 pandemic.

LANGUAGE EMPOWERMENT FOR A STRONGER LA UNION. In line with the celebration of the 30th Library and Information Services Month, the La Union Provincial Library led by Provincial Librarian Marissa Acosta conducted a seminar-workshop on Ilocano-based Learning Module Development to 20 elementary school teachers, on November 18, 2020, at the Provincial Library, City of San Fernando, La Union. The activity aimed to capacitate the educators in using the mother tongue in developing learning modules in the context of blended learning scheme of the Department of Education. In partnership with the Gunglo Dagiti Mannurat ti Iloko (GUMIL) – City of San Fernando, the workshop was led by GUMIL-CSF President Djuna Alcantara as the learning service provider, and Dr. Edilberto Angco as the facilitator.

PPCC Reactivated to Lift LU Economy

To help lift the province’s local economy, the Office of Provincial Governor-Local Economic Enterprise and Investment Promotions Unit (OPG-LEEIPU) in partnership with the Department of Trade and Industry La Union (DTI-LU) spearheads the first Orientation Meeting and Strengthening of La Union Provincial Price Coordinating Council (PPCC) held via Video Conferencing on November 18, 2020.

In accordance to Executive Order No. 13 – 2020, amending the Executive Order No. 43 – 2019 and Reactivating the PPCC of La Union, there is a need to reactivate the PPCC in order to establish the proper body to monitor food supply and prices during the CoViD-19 pandemic.

DTI reiterated that the council should coordinate and rationalize programs to stabilize prices; conduct in-depth analysis on causes of price fluctuations; recommend suggested retail prices or price ceilings for certain basic or prime commodities; and recommend action steps to correct unwarranted price increase and supply shortages.

Gov. Francisco Emmanuel “Pacoy” R. Ortega III emphasized that despite the uncertainties and adversities, the government remains steadfast in its commitment to be more dynamic and responsive in public service. “We need to strengthen our partnership and collaboration. We need to align our actions, as we engage in meaningful discussion to layout policies, strategies in ensuring that our economy comes back together,” he said.

Present during the virtual meeting were representatives from Department of Agriculture, Department of the Interior and Local Government Regional Office 1 and La Union, Department of Health, Department of Justice, Consumers Organization represented by the Senior Citizen Federation, National Economic and Development Authority Regional Office 1, Office of the Provincial Vice Governor, Provincial Government Offices and Sangguniang Panlalawigan Members.

OPG-ENRU JOINS RIVER CLEAN -UP

Amidst the CoViD -19 pandemic, the Office of the Governor -Environment and Natural Resources (OPG-ENRU) joins the Lower Amburayan River System-Water Quality Management Area (LARS-WQMA) river clean-up at Sudipen, La Union on November 18, 2020.

The activity was conducted in collaboration with the members of the Governing Board namely Department of Environment and Natural Resources – Environment and Managemetn Bureau; Provincial Environment and Natural Resources Office; Municipality of Sudipen and its five Barangays covering the lower Amburayan river (Ipet, Poblacion, Old central, Ilocano and Namaltugan); and the PNP-Sudipen.

The activity with the theme “Let Our Rivers Heal Too” is a part of the LARS-WQMA sustainability plan. As a result, 39 participants were able to collect 205 kilograms of collectible solid waste considered as residuals such as plastic bottles and rappers, cans, and worn out shoes and clothes. Further, some metals/car part were also noticed. The waste collected were then segregated and handed to the Local Government Unit (LGU) of Sudipen for proper disposal.

LARS-WQMA is being managed by the established Governing Board/council covering three LGUs in La Union and six LGUs in Ilocos Sur chaired by the Department of Environment and Natural Resources and co-chaired by both mentioned provinces and was created to effectively manage the Amburayan River and its resources. Thus, the clean-up activity is a part of the interdependent support to the WQMA.

BM DE GUZMAN SPEARHEADS ORIENTATION ON ANTI-ROAD OBSTRUCTIONS AND ROAD WARNING SAFETY DEVICES ORDINANCES WITH LOCAL POLICE OFFICIALS

Board Member Maria Annabelle S. de Guzman, Sangguniang Panlalawigan Chair of the Committee on Public Works and Utilities called for a policy orientation meeting at the Conference Room of the La Union Police Provincial Office, Camp Diego Silang, City of San Fernando, La Union on November 18, 2020 to discuss matters pertaining to the implementation of the anti-road obstructions and road warning safety devices ordinances as well as the distribution on the Provincial Ordinance Violation Receipt to Chiefs of Police of the 20 Local Government Units of La Union.

PGLU Commemorates Quirino Day

QUIRINO DAY. The Provincial Government of La Union (PGLU) headed by Gov. Pacoy along with Vice Gov. Mario Ortega and Board Members Paolo Ortega, Nancy Bacurnay, Christian Rivera, Gerard Ostrea, Frank Sibuma, and Abraham Rimando, led the commemoration of the 130th birth anniversary of the late President Elpidio Quirino today, November 16, 2020, as they offered wreath before his iconic portrait displayed at the Provincial Capitol, City of San Fernando, La Union.
Mayor Francisco Angelito Fontanilla and Vice Mayor Divine Fontanilla led the celebration in Bacnotan, where a barangay and an elementary school are named after the late President.
In Caba, where a Quirino statue now stands, Vice Mayor Ronnie Mangaser represented Mayor Philip Crispino in leading the wreath-laying ceremony.
In Pres. Elpidio Quirino National High School in Agoo, LGU officials led by Mayor Stefanie Anne Eriguel and faculty members commemorated the birth of the president.
Born to an Agoo-native mother, Quirino spent his childhood in Aringay and served as a grade school teacher in Caba, before entering politics and eventually becoming the nation’s sixth president in 1948-1953.

Gov. Pacoy Convenes with DENR Region 1 Leaders

“We shall allocate our resources to managing and protecting our environment and natural resources.”, Gov Pacoy said during the consultation dialogue with DENR Region 1 on November 16, 2020 at the Diego Silang Hall, Provincial Capitol.
Gov. Pacoy convenes with the leaders of DENR Region 1 to identify points of convergence and key areas for alignment to further unify plans and harmonize efforts on environmental management and protection in La Union.
Highlighting the goal of establishing La Union as a secure, self-sufficient and sustainable Province, Gov. Pacoy shared the Province’s environmental advocacy. Emphasized on his message are the strengthening of greening programs in La Union and promoting planting of native trees, protecting the reefs and the ridges, and the protection of biodiversity in the Province.
On the other hand, the DENR headed by Regional Executive Director Atty. Crizaldy Barcelo together with EMB Regional Director Engr. Maria Dorica Naz-Hipe, MGB Regional Director Engr. Carlos A. Tayag, and PENRO Forester Maximo F. Soriano Jr., discussed specific programs wherein convergence efforts with the PGLU are highlighted.
Moreover, EnP. Annalyn Rosario-Valdez, Supervising Environmental Management Specialist, further discussed related programs and plans moving forward of the PGLU while Mr. Ramon Benito Tamayo, MSGC Vice Chairperson and Committee Head for Environment, commended the efforts of both parties and raised key points for discussion.
To weave and package the discussed plans moving forward and align with the DENR’s mission to mobilize the citizenry for environmental conservation and management, Ms. Noemi Jucar, Assistant Strategy Chief, shared plans to capitalize on strategic communications to develop stronger campaigns for better appreciation and encourage participation from the general public.
As his closing remarks, Gov Pacoy reiterated his passion and enthusiasm for the environment. The strengthened partnership with the DENR is a strong head start for the PGLU’s environment initiative.
Indeed, through our relentless and coherent efforts, we can build a Stronger La Union- a Province Worth Living In, a Province where people thrives with nature.

Stronger La Union for a Stronger Philippines – the Governor shared its strategic governance thrust onwards the New Normal during the #ISAngKilosBayan Advocacy Series entitled “Bangon Luzon: Reshaping More Resilient and Sustainable Communities” which was organized by the Province’s partner for transformative governance, Institute for Solidarity in Asia (ISA), last November 13, 2020, Friday.

The Governor, as one among the four Local Chief Executives tapped as speakers, parted information regarding (1) alignment as key for collaboration and unified action, (2) transparency to ensure efficient communication of information for optimal utilization, and (3) the importance of preserving the ecological integrity of the environment.

ISA’s #ISANgKilosBayan campaign focuses on the highlights of individuals and organizations whom have remained steadfast to serve their communities despite the challenges that arise. The Bangon Luzon: Reshaping More Resilient and Sustainable Communities is the sixth and latest public webinar organized by ISA.
