LUPJ Preventive Swab Tests Detects CoViD-19-Positive PDLs

Classified under Priority Group A1.7 or closed setting, the La Union Provincial Jail (LUPJ) gives priority to the need for mass testing to ensure safety of all staff and Persons Deprived of Liberty (PDL) against CoViD-19. Thus, conducted an on-site RT-PCR Test for all PDL and personnel of the LUPJ on June 16, 2021.

The testing was conducted in coordination with the Provincial Health Office and Home of Hope Isolation Facility in Brgy. Sevilla, City of San Fernando, La Union.

The swabbing team, headed by Medical Technologist II Ms. Jonalyn V. Fernandez reminded all who took part in the activity of the importance of minimum health protocols as well as strict compliance to the prescribed isolation period.

Results showed that there were two individuals who tested positive out of 80 PDL and 7 LUPJ personnel. As of June 28, 2021, one of the two individuals who tested positive has already yielded a negative result while the other is recovering at the Isolation Center.

As the Regional Peace and Order Council Chairperson, Gov. Francisco Emmanuel โ€œPacoyโ€ R. Ortega III emphasized the need to align all government initiatives and interventions in preserving peace and order during the Joint Meeting of the Regional of the Regional Task Force to End Local Communist Armed Conflict, Regional Development Council and RPOC on June 16, 2021 held at the Agora, Thunderbird Resorts, City of San Fernando, La Union and virtually.
โ€œWe shall witness the presentations of our cluster accomplishments and our action plans. From here, we will know should there be need to recalibrate our course of action to cope with the latest developments of the new normal. I firmly believe that through our cohesive action in addressing the communist insurgency in the country, peace and order can be achieved in our community,โ€ said Gov. Pacoy.
Also present in the meeting was National Security Adviser Sec. Hermogenes C. Esperon, Jr. presided the meeting and he highlighted that there is a need to remain vigilant despite the dismantling of the only guerilla front in the region.
Also discussed in the meeting were the National and Regional Situation Update; Presentation of Cluster Accomplishments for the First Semester and Catch Up Plans; and updates on Regional Inter-Agency Task Force for the Management of Emerging Infectious Diseases, Vaccination Program; among others.

This is the seventh leg of the series of regional dialogues as part of the 6th State-of-the Nation Address (SONA) of President Rodrigo Duterte being conducted by Office of the Cabinet Secretariat (OCS) and Presidential Communications Operations Office (PCOO).

The pre-SONA forum was attended by key officials from the national government agencies (NGAs), local chief executives and punong barangays, non-government organizations (NGOs), academe, media, and the business sector.

SK lauded for establishing the Comprehensive Youth Development Code of the Province

In a regular session conducted last June 15, 2021, the Sangguniang Panlalawigan of La Union approved the Ordinance Establishing the Comprehensive Youth Development Code of the Province, under the leadership of Sangguniang Kabataan President and Ex-Officio Member of the Sangguniang Panlalawigan Hon. Alyssa Kristine B. Sibuma, of whom she receives the total backing of all her colleagues in the August Body on the passage of the said ordinance authored by her.

BM Deny Ortega: Food Establishments in LU should patronize Local Produce

The Sangguniang Panlalawigan approved on June 15, 2021, Resolution No. 887-2021 encouraging food establishments in La Union to patronize produce of local farmers and fisherfolks.

Board Member Geraldine Ortega, who authored the said resolution, recently has called on all food establishments in the province to help local fishermen and farmers recover from the onslaught of the pandemic.

In a statement, she said that the province is basically an agricultural province with 54,701 hectares or 36.64% of its total land area is devoted to agriculture and as conferred by the Department of Agriculture-Regional Field Unit, through the High Value Crops Development Program, the llocos provinces are the countryโ€™s largest producers of high- value crops such as mango, tobacco, peanut, mungbean, tomato, garlic, onion, eggplant and pepper and second top producer of cabbage, water melon; and third top producer of bitter gourd (ampalaya), okra and string beans, among others.

BM Ortega cited the vision of the Province of La Union to be the “Heart of Agri-Tourism in Northern Luzon by 2025,” a La Union Transformative Agricultural Framework for Self-Sufficiency was developed to attain its vision, and one strategy is to empower farmers and fisherfolks and intensify marketing of their agricultural products.

โ€œPurchasing goods and services of our province has economic impact, it gives more income to our farmers. Patronizing our locally produced products, we are also helping small businesses remain viable in a competitive market, increase local employment and our local economy will be able to survive,โ€ BM Ortega added.

Further, she emphasized that since the pandemic began last year, many businesses in the province have closed and the immense increase of unemployment was remarkable.

โ€œWe need to urge these establishments to support and patronize the products in the province to help the provinceโ€™s economy bounce back, and as the saying goes, charity should begin at home and promoting/ supporting will surely help our farmers and fisherfolks in these challenging times,โ€ she said.

Amidst the challenges of the pandemic, all five District Hospitals in Balaoan, Bacnotan, Naguilian, Caba, and Rosario, together with the La Union Medical Center in Agoo continue to upgrade its services by undergoing Strategic Targeting Writeshops (STWs) with the theme, โ€œRamp Up: Performance through Alignmentโ€.
Naguilian District Hospital, represented by its management committee headed by Provincial Health Office/ Acting Chief of Hospital Dr. Eduardo S. Posadas , make up the pilot session of the program which was held at the Provincial Capitol yesterday, June 14, 2021. The writeshop was led by Governor Pacoy together with Provincial Administrator Agnes Grace A. Cargamento, Provincial Planner Michaela Louise T. Delfinado, and facilitated by the Office for Provincial Strategy headed by Assistant Chief Noemi R. Jucar.
The writeshop aims to ensure optimal operations of the whole health care system of the Province amidst the challenges brought by the pandemic. This is done through the assessment of hospital operations, alignment of their vision and mission to the Provinceโ€™s strategic thrust, and crafting of their hospital development and sustainability plans to warrant complementation of efforts and maximized performance.
In his speech, Gov. Pacoy acknowledged the commendable efforts of the District Hospitals over the course of the pandemic, but emphasized that they can do more through their alignment. He added, โ€œWe can take this commendable performance to the next level through our alignment because we can only move the Province forward if we take the steps togetherโ€ฆ We can only build a Stronger Province if we exert stronger performances together.โ€
The Provincial Government intends to conduct STW sessions with the rest of its hospitals over the following weeks. Through the continuous upgrading of the Provinceโ€™s health care services, we will establish a #StrongerLaUnion, a Province worth living in.
