Marking her exceptional first year in public service, La Union’s youngest and first woman governor, Gov. Raphaelle Veronica “Rafy” Ortega-David, humbly took the center stage of the newly-inaugurated La Union Civic Center expressing her gratitude for the honor bestowed upon her and the privilege of serving the kaprobinsiaan during her first State of the Province Address (SOPA) on August 7, 2023.
Following the resounding success of the 1st State of the Province Address (SOPA) last August 7, 2023, Gov. Raphaelle Veronica “Rafy” Ortega-David expressed her deepest gratitude to the PGLU workforce for a job well done and encouraged them to continue doing their excellent work in building a better future to the Kaprobinsiaan.

The Provincial Government of La Union (PGLU) led by Gov. Raphaelle Veronica “Rafy” Ortega-David proudly extends its warmest commendation to the young athletes of La Union who dominated in a national sporting scene as they reaped multiple wins in the Palarong Pambansa 2023 held in Marikina City last July 29 to August 5, 2023.
Carrying the cumulative efforts of the Provincial Government and the people in fostering a better La Union for the youth sector, Gov. Raphaelle Veronica “Rafy” Ortega-David brought to international stage how the province expands opportunities and champions the role of the youth in building a better La Union as she served as a Keynote Speaker in the Asia Pacific Youth Exchange (APYE) High Level Forum on August 3, 2023 at Phnom Penh, Cambodia.
During the onslaught of Super Typhoon Egay in the province earlier this month, the Provincial Government of La Union (PGLU) took immediate action to provide relief to 1,000 affected kaprobinsiaan fisherfolks and their families.
On Tuesday, the Sangguniang Panlalawigan of La Union approved the Memorandum of Understanding (MOU) with the Urban Youth Academy (UYA) and granted the Honorable Governor Raphaelle Veronica Rafy Ortega David the authority to enter and sign the said documents during the 57th Regular Session of the 23rd Sangguniang Panlalawigan on August 1, 2023.
Driven by the act of volunteerism, the staff from the Provincial Government of La Union (PGLU) together with Philippine Coast Guard San Juan, LGU Bacnotan and Fisheries and Aquatic Resource Management Councils took part in securing a globster found in the seawater of Brgy. Quirino, Bacnotan, La Union.
